This is an anticipatory process. The intent of this selection process is to create a pool of qualified candidates to be used to staff these or similar positions within Fisheries and Oceans Canada. A pool of qualified candidates will be established and may be used to staff these positions and/or similar positions on an indeterminate, specified period, acting, secondment, or deployment basis.

EDUCATION:
STREAMS 1 & 2
• Successful completion of a two year post-secondary program in a specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.
STREAM 1 ONLY
• Successful completion of the Fishery Officer Career Progression Program (FOCPP)
OR
• Successful completion of an acceptable natural resource law enforcement program
STREAMS 1 & 2
• Experience in establishing and maintaining cooperative working relationships with stakeholders involved in the fishing industry, Indigenous organizations, other government departments, or law enforcement agencies
(Note: The establishment of cooperative working relationships is the focus on the setting up, bringing about, or building of relationships; while Cooperative is working or acting together willingly, for a common purpose or benefit)
• Experience in managing human and financial resources
• Experience in conducting analysis and providing strategic advice to senior management on complex or sensitive issues
(Note: Conducting analysis involves identifying the elements of a situation or problem, gathering pertinent information and establishing logical links. Strategic Advice involves the preparation of formal briefings for senior management)
STREAM 1 ONLY
• Extensive experience in promoting, monitoring and enforcing natural resource legislation
STREAM 2 ONLY
• Experience in developing policy, procedures, directives, standards or training materials
ASSET EDUCATION:
STREAMS 1 & 2
• Graduation with a degree from a recognized post-secondary institution
STREAM 2 ONLY
• Successful completion of the Fishery Officer Career Progression Program (FOCPP)

ASSET EXPERIENCE:

• Extensive experience conducting or leading regulatory investigations
• Experience in de-escalating confrontations and managing stressful situations

• Experience in the development and/or delivery of training information sessions/workshops
• Experience in the preparation and interpretation of financial reports
• Experience in media relations

OPERATIONAL REQUIREMENTS:

• Frequent travel within Newfoundland and Labrador
• Occasional travel within and/or outside of Canada
• Occasional work on evenings, weekends and holidays
• Undertake training relevant to the position on an ongoing basis
STREAM 1 ONLY
• Legal operation of vehicles/vessels
• Meet medical and psychological suitability standards
• Meet DFO annual use of force recertification proficiency standards, including firearms
• Carry and use of firearms and other restricted and/or prohibited weapons
• Maintain standard First Aid and CPR certificates
• Wear a uniform and protective clothing, as required
• Deployment to any part of the country, or assignment to all types of enforcement activities such as inland, coastal and offshore patrols, and/or forensic investigations and/or special operations
• Work and/or travel at sea and in a variety of terrains and degrees of isolation for various periods of time in all weather conditions
