• Your first official language (English or French - the official language in which you are generally more proficient) will be assessed.

• Security clearance Information, if applicable;
• Proof of education, including Canadian equivalency;
• Second Language Evaluation (SLE) results, if applicable.

 All of the information collected during the selection process, including behaviour and communication, from the time of application until the end of the process, may be used to evaluate candidates.

 Foreign Education Credentials: Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Intent of the process

 The intent of this collective selection process is to appoint candidates who are successful in the pool when vacancies arise within various work units throughout Infrastructure Canada.

 Additionally, a pool of qualified candidates will be established to potentially staff similar positions with various: tenures, language requirements, bilingual linguistic profiles and/or security requirements, within all federal organizations listed in Schedules I, IV and V.

 Once Infrastructure Canada has concluded their initial appointments, the pool may be shared with other government departments.

 Indeterminate employees at the same group and level, or equivalent, may be considered first for deployment.

 Qualified candidates who self-declare as members of Indigenous peoples, persons with disabilities, visible minorities and/or women may be selected for appointment first to fulfill organizational needs. In addition, this organizational need may be invoked at any stage of the selection process.

EDUCATION:
 ED1: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

EXPERIENCE:
BOTH STREAMS (EC-02 + EC-03)
 E1: Experience* in analyzing and synthesizing information to identify key issues.
 E2: E2: Experience* in conducting research using various sources.

STREAM 1 ONLY (EC-02)
 E3: Experience* in preparing reports, research papers, briefing notes, Q&A’s, etc.

STREAM 2 ONLY (EC-03)
 E4: Significant** experience in preparing reports, research papers, briefing notes, scenario notes, Q&A’s, etc., in order to brief a supervisor*** of research or analysis of findings.

Definitions:
*Experience may have been acquired as either part of an academic project or in a work setting.
**Significant experience is defined as cumulative work experience normally corresponding to the performance of full-time work for at least one (1) year OR part-time work for at least two (2) years.
***Supervisor is defined as a higher level authority figure or someone you directly report to in the workplace who has the responsibility of reviewing your work.
