We are urgently looking for additional support to help drive the Public Health Agency of Canada’s planning and response to COVID-19.

Duties

Some of the duties include, but are not limited to:

Nurse Manager (Designated Quarantine Facility) - NU-CHN-06:
• Oversees nursing staff in their assessments of traveller health status and ensure the application of principles and practices of disease management and control and health promotion to promote traveller wellbeing
• Engages with stakeholders to ensure the health and safety of travellers and staff such as other health professionals (psychiatrist, doctors, social workers, CMHA, etc.), law enforcement, on site contractors (sanitization, security).
• Develops and makes recommendations for operational procedures, including new or updated SOPs to management and senior management.
• Is responsible for scheduling, training, onboarding, and other duties related to managing staff.
• Is responsible to enforce the Quarantine Act in the designated quarantine facilities.
• Is a member of DQF Management Team which ensures the safety and security of travellers and staff and effective management of the DQF operations.

Regional Manager, Public and Travel Health - NU-CHN-06 or NU-CHN-07:
• Leads a large team of various positions (nurses, paramedics, screening officers, administrators, policy analysts) in various locations across the province, which is growing.
• Responsible for the management of financial, human and materiel resources for the Public and Travel Health unit across the province.
• Manages, implements and enforces the Quarantine Act
• Responsible for providing strategic advice and recommendations to senior management.
• Overall operational planning for all units within the Public and Travel Health; airports, land borders, quarantine facilities, administrative offices.
• Stakeholder engagement such as with the other divisions/branches within PHAC, other government departments (such as CBSA, Transport, Health Canada), the public (contracted agencies and the general public)

Intent of the process

The Public Health Agency of Canada will periodically pull and review the applications received and contact applicants selected for further assessment based on the needs. The first pull of applications may be as early as February 15, 2021. It is therefore important for candidates to indicate all the locations for which they are interested and registered to work in. Nurses already registered in the province where positions are available will be given first preference to the position.
The intent of this inventory is to have a pool of interested and/or qualified candidates to draw from for current and future needs within the Public Health Agency of Canada. Online applications will be accepted as long as the poster is active.

The immediate intent of this process is to staff:
- One bilingual (BBB) temporary position in Toronto, Ontario.

A pool of qualified candidates (fully assessed or partially assessed) may be established to staff similar positions at this group and level within the Public Health Agency of Canada with:

* various language requirements and linguistic profiles,
* various security requirements and/or
* various conditions of employment.

Occupational Certification:
Eligibility for registration as a registered nurse in the province or territory where the position is located.

Experience:
- Experience as a nurse in providing direct primary care or public health services
- Experience supervising and managing multi-disciplinary teams on health-related policies or issues.
- Significant* experience providing advice or recommendations to management on health issues.
- Significant* experience in establishing and maintaining relationships with partners or stakeholders (community, health, private enterprise(s), academic, government, etc.).
- Experience in in the management and allocation of human, financial and material resources (experience must be significant* for NU-CHN-07).
- Experience participating in the development or implementation or evaluation of health programs (experience must be significant* for NU-CHN-07).

* Significant experience is understood to mean the depth and breadth of experience normally gained over two years associated with having performed a broad range of various, complex related activities leading to tangible achievements. The amount, the complexity and the diversity of activities, as well as the autonomy level will also be taken into consideration.

Asset education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Master’s Degree in Nursing, Public Health, Public Health Administration or other discipline relevant to the position.

Degree equivalency

Asset Experience (common to NU-CHN-06 & NU-CHN-07):
- Work experience related to public health within a federal, provincial or territorial organization.
- Experience making recommendations and/or having oversight in the development or adaptation of evidence-based clinical and assessment guidance.
- Experience participating and making recommendations in the development and implementation of community mobilization strategies.
- Significant* experience working in mental health and crisis management.
- Experience in managing health programs/services for travelers or migrants.
- Experience making recommendations and/or providing oversight in the development and/or delivery of educational and training programs.
- Experience working in communicable disease control
- Experience working with Indigenous people/communities.
- Significant*experience in designing and managing health compliance and enforcement programs.
- Experience applying population-based health approaches.
- Experience working in a public health emergency response.
- Experience working on public health guidelines.

Asset Experience (NU-CHN-07 only):
- Experience participating in the development and implementation of community, provincial and national mobilization strategies.

Asset Knowledge:
- Knowledge of health acts, Orders in Council and regulations relevant to emergency management.
- Knowledge of public health responsibilities and main public health organizations at the federal level and provincial/territorial level (hiring province/territory).

Conditions of employment

Valid license/registration to practice nursing in the province or territory of employment

Must complete Quarantine Officer (QO) training and pass exam, enabling designation
