Intent of the process

ANTICIPATORY COMMUNITY COLLECTIVE PROCESS - A pool of qualified persons resulting from this process may be created and may be used to fill similar positions with linguistic profiles at the CBC level (See note below*). Tenures (indeterminate, deployment, acting, assignment, secondment, specified period, Interchange Canada) may vary according to the position being staffed.

*Note that the intent is to do bilingual imperative CBC/CBC appointments from this pool. However, at the manager's discretion, some appointments could be done bilingual non-imperative CBC/CBC.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Graduation with a degree from a recognized post-secondary institution with specialization in a field related to the position or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
-Significant* experience in leading an IM/IT function to achieve the business outcomes of the organization in at least three of the following areas:
• Application Development
• Application Testing/Quality Assurance
• Infrastructure/Operations
• Database Administration
• Cybersecurity/Information Security/IT Security
• IT Business Analysis/ IT Project Management
• Enterprise Architecture (EA)
• Data Science/Analysis
• Information Management (IM)

-Significant* experience in setting direction and providing strategic advice to Deputy Ministers or Ministers or equivalent (President or Chief Executive Officer or Board of Directors) relating to the delivery of digital services;
-Significant* experience building and maintaining strategic partnerships with a variety of internal and external stakeholders (Such as but not limited to different levels of government, non-profit organizations, international and Non-Governmental Organizations);
-Significant* experience managing relationships that drive for results through vendors;
-Experience in leading digital transformation initiatives;
-Experience in managing significant and complex financial and human resources matters.

*Significant experience is defined in terms of the depth, breadth and scope of experience normally acquired by having performed a broad range of complex activities at an EX-03 level or equivalent positions (reporting directly to a Vice President, Assistant Deputy Minister, or President/CEO).

Conditions of employment

Secret security clearance - Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
