The Planning, Finance and Information Systems Officer provides financial, contracting and human resources management administrative services for the management and staff of a Small Craft Harbours (SCH) Regional organization.
Key responsibilities in the position include:
• Production of financial reports and financial components of planning documents
• Coordination of the investment planning process for Small Craft Harbours
• Salary forecasting, reporting and tracking
• Tracking and preparation of budget transfers
• Supervision of one (1) employee
Small Craft Harbours, a branch of Fisheries and Oceans Canada, focuses on providing a sustainable national network of safe and accessible commercial fishing harbours. These harbours are fully operational, in good working condition and managed by self-sufficient local harbour authorities who represent the interest of users and communities.
This purpose of this selection process is for the anticipatory staffing of a bilingual position (BBB/BBB) in Moncton, NB. A pool of qualified candidates will be established and may be used to staff this position on an permanent or temporary basis.
The pool may also be used to staff similar positions within Fisheries and Oceans Canada in the Gulf and Maritimes regions with various tenures, security and linguistic requirements.

EDUCATION
Secondary school diploma or an acceptable combination of education, training and experience that is relevant to the position.
EXPERIENCE
• Significant* experience in maintaining budgets, expenditures, and forecasts as well as preparing financial reports
• Significant* experience in interpreting financial information and providing advice to management
• Experience in performing detailed reconciliation between various information systems
• Significant experience using Microsoft Excel, including creating spreadsheets, tables and formulas
*Significant experience is understood to mean the depth and breadth associated with having performed a broad range of various, complex related activities over a minimum period of two (2) years.

ASSET QUALIFICATIONS
Post-secondary school diploma in a related field such as accounting, business, human resources or another field accepted by the hiring organization.
• Experience working with financial systems such as Abacus, SAP, a Salary Management Information System (SMIS) or a Management Reporting System (MRS)
• Experience supervising staff
• Experience providing advice and guidance on policies related to capitalization of assets
OPERATIONAL REQUIREMENTS
• Willing and able to work overtime
