PSPC is currently looking for Director-level financial executives who understand how to work in a fast-paced environment and with diverse clients across Canada. A pool of qualified persons resulting from this process will be created and will be used to fill similar positions with a bilingual imperative CBC/CBC linguistic profile in the financial management community across the Public Service.

EDUCATION:
Graduation with a bachelor's degree* or a master's degree* from a recognized post-secondary institution** with specialization in accounting, finance, business administration, commerce or economics OR a recognized professional accounting designation (i.e. CPA, CA, CMA or CGA) OR successful completion of the Senior Executive Advanced Finance and Accounting Program (SEAFAP)***.
*Degree: Unless it is otherwise specified (e.g., Master's degree), the term "degree" refers to a baccalaureate as established by educational authorities.
**Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
***The Senior Executive Advanced Finance and Accounting Program (SEAFAP) is a specialized one-year program developed by CPA Canada designed to complement the program.
EXPERIENCE:
E1.Significant* experience in leading and managing the provision of a broad range of financial management services.
E2.Significant* experience in providing financial and strategic advice to senior management** on a wide range of financial matters and on the development of briefing materials to senior management**.
E3.Significant* experience in establishing and maintaining effective partnerships with both internal and external key stakeholders (e.g. client managers, central agencies, common service providers).
E4.Experience in managing human resources*** for at least two complete years.
Definitions:
*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various complex related activities, which are normally acquired over a period of at least three years at the EX minus 1 level in the Public Service (FI-04, EC-07, PC-05, AS-07, etc.). This level is equivalent to a Financial manager in a Crown Corporation or in the Private Sector.
**Senior Management is defined as Director General, Assistant Deputy Minister (VP) or Deputy Minister levels (President/CEO).
*** Managing human resources: applicants must clearly demonstrate that they have supervised staff, developed work plans, priorities and expectations, assigned work, managed and assessed performance. Applicants must indicate the number of staff they supervised.
Bilingual - Imperative (CBC/CBC)
Please note that the position in the NCR (Gatineau and Ottawa) are all bilingual. That means that the candidate has to be fluently bilingual.

TOP DOWN APPROACH

A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset (desirable) criteria and/or organizational needs may also be applied at the screening stage.
