Intent of the process

A pool of partially qualified candidates may be established to staff similar positions in various locations within the Department of Justice with various language requirements and various security levels.

If a pool is established following this selection process, all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) will be able to use it in order to staff similar positions across Canada. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

(ED1) Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training, and/or experience.

Notes:

1. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

2. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

3. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

Degree equivalency

DEFINITIONS:

- Wherever “IM/IT” (Information Management (IM) / Information Technology (IT)) systems is indicated, it is to be interpreted as “IM or IT”.
- Recent* refers to experience normally acquired within approximately the last five (5) years of work.
- Significant** experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of approximately two (2) years within the last 5 years.
- Senior Management*** is defined as Director General level (EX-01) and above, or senior executives in private or public sector organizations external to the Federal Public Service of Canada.
- Large or complex**** projects, initiatives or activities are with at least two (2) of the following characteristics: multiple phases with concurrent activities, significant value ($1 Million plus), affecting many partners or stakeholders, precedent setting, or having a major impact on the public service.

EXPERIENCES:

ESSENTIAL QUALIFICATIONS (BOTH STREAMS)
All Streams (IM/IT Manager and Senior Technical Advisor)
(EX1) Significant** experience working with multi-disciplinary team within an IM/IT environment and contributing to a large or complex**** project, initiative or activity.
(EX2) Recent* experience providing advice and recommendations to senior management*** on IM/IT technical issues related to the planning, deployment, implementation, integration or maintenance of IM/IT systems or infrastructure.
(EX3) Significant** experience chairing or facilitating IM/IT related committees.

Stream 1 – IM/IT Manager
(EX4) Significant** experience leading a large or complex**** team of IM/IT specialists.
(EX5) Recent* experience in leading human and financial resources.

Stream 2 – Senior Technical Advisor
(EX6) Recent* and significant** experience in developing or implementing IT solutions in two (2) areas such as: Enterprise Architecture; IT Security; IT Solution Architecture; IT Solution Design; IT Solution Implementation; IT Solution Maintenance; or Cloud Solutions.
(EX7) Recent* and significant** experience in creating and maintaining IT related documentation in support of activities such as options analysis, proof of concepts, strategic direction, advisories and policies, business, system, technology and solution architectures, service level agreements, or concept of operations.

(AEX5) Experience in information management such as development of information management strategy and plans, lifecycle management, or information migration.
(AEX6) Experience in user experience in one of the following: 1) research and design, 2) software development and analysis, or 3) interaction and graphic design.
(AEX7) Experience implementing or supporting Access to Information and the Privacy (ATIP) systems.
(AEX8) Experience implementing emerging technologies such as cloud technologies, machine learning, deep learning, or blockchain.
(AEX9) – Experience managing teams in the development, testing, implementation, integration, or support of any of the following: accessibility, accommodations, or adaptive computer technology products and services.
