1. The purpose of these screening questions is to help you submit an application that is clear, complete and persuasive and demonstrates that you have all of the required essential education and experience qualifications and some or all of the asset education and experience qualifications.

3. Please DO NOT send a cover letter. These screening questions replace the cover letter. We will NOT review cover letters.

4. Each question is divided into two parts. The first part consists of a simple question requiring a YES or NO answer. If your answer is “yes”, the second part will ask to fully demonstrate how you obtained this qualification by responding to some sub-questions.

5. Responses will not be considered satisfactory if you simply state that you have the required qualifications or provide a list of current or past responsibilities or paraphrase the qualifications.

Your responses to the screening questions will be used as the primary source to determine if you meet the screening requirements. If you do not fully complete the screening questions as instructed, you may be screened out.

Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

CO DEVELOPMENT PROGRAM :

The CRTC has a CO development program which aims to promote excellence among CO-01 employees by providing learning opportunities and mentoring with the ultimate goal of having a pool of qualified CO-02 analysts ready for promotion at the CRTC. By joining the CRTC as a CO-01 analyst, you will be able to join the CO development program after successfully completing the 12-month probationary period in the federal public service, if it has not already been completed, and after receiving a successful rating in your performance assessment.

CRTC LANGUAGE TRAINING PROGRAM :

To further promote a bilingual environment, the CRTC provides to all employees its language training program, taught by CRTC language teachers.

Quarterly group sessions as well as short-term tailored sessions are offered to better meet specific needs. Also, other training products are constantly being developed based on the needs identified by our employees.

Intent of the process

A pool of qualified candidates will be established to staff CO-01 positions within the Canadian Radio-television and Telecommunications Commission (CRTC) with various tenures (specified period or indeterminate positions), various security clearance levels and/or various language requirements.

We have an immediate need to staff positions at the Canadian Radio-television and Telecommunications Commission (CRTC). Successful candidates may also be referred to other federal organizations as other positions may become available.


At the CRTC, we engage in a wide range of activities. We supervise and regulate more than 2,000 broadcasters, including TV services, AM and FM radio stations, and the companies that bring these services to you. We also regulate telecommunications carriers, including major telephone companies. As part of this process, business opportunities in four different sectors may become available.

COMPLIANCE AND ENFORCEMENT :

The harmful and misleading consequences of unsolicited communications affect Canadians’ confidence in communications networks and, more broadly, in the digital economy.

The Compliance and Enforcement team relies on technology and partnerships to fulfill its mandate. The team is committed to providing you with the tools and training to build your career and achieve your goals. In addition to conducting investigations that may result in the imposition of Administrative Monetary Penalties, you could play a major role in promoting who we are, what we do and what information businesses need to know in order to stay in compliance with the rules.

CONSUMER, RESEARCH AND COMMUNICATIONS :

This sector provides advice and support through policy development, planning and research, and partnership building. It oversees and advises on the implementation of communications activities. It provides the communications industry with economic and financial analysis and advice, as well as designing, managing and conducting industry surveys of the telecommunications and broadcasting markets and industries. Transactions related to the ownership of broadcasting and telecommunications companies are reviewed. It also provides technical analysis and advice related to broadcasting policies and applications. In addition, it ensures that the needs and issues of consumers—including those with disabilities—are at the heart of the Commission’s work.

BROADCASTING :

One of the CRTC’s mandates is to ensure programming whose content reflects Canadian creative talent, the special place of Indigenous peoples, our linguistic duality, our multicultural diversity in our society and our social values.

The Broadcasting Sector’s mission is to manage the balance between these cultural, social and economic objectives, the needs and demands of Canadians, and the interests of the industry and various stakeholder groups. It also ensures that its policy directions for the broadcasting industry keep pace with new technologies.

TELECOMMUNICATIONS :

The Telecommunications Sector monitors current issues such as broadband and wireless services. It designs and reviews regulatory frameworks to ensure proper regulation when necessary, deals with disputes between parties and gathers information on the direction the industry is taking on issues, such as the deployment of 5G technology, and more. It also ensures that its activities and decisions take into account consumer interests and concerns.
