Duties

This position supports quality improvement initiatives and business continuity planning across all regionally-managed benefits with the Non-Insured Health Benefits (NIHB) program. This NIHB program includes call centre operations, accounts verification, and contribution agreement management. As part of the NIHB regional management team, you would lead initiatives to streamline processes and improve service delivery. Key activities include, but are not limited to:
- Leading projects to streamline processes across benefits and improve client experience
- Developing and implementing training plans and materials for staff
- Leading initiatives to improve services standards and performance metrics
- Supporting continuous improvement utilizing quality improvement approaches
- Supporting the regional NIHB team with respect to change management and business continuity activities

In August, 2017, the creation of a new department, Indigenous Services Canada was announced. Since that time, the First Nations and Inuit Health Branch has transitioned from Health Canada to the new department.

Indigenous Services Canada (ISC) works collaboratively with partners to improve access to high quality services for First Nations, Inuit and Métis. Our vision is to support and empower Indigenous peoples to independently deliver services and address the socio-economic conditions in their communities.

The First Nations and Inuit Health Branch supports the delivery of public health and health promotion services on-reserve and in Inuit communities. It also provides drug, dental and ancillary health services to First Nations and Inuit people regardless of residence.

This is an exciting opportunity to work with an established branch in a new department and play a key role in the attainment of its priorities.

Intent of the process

The intent is to staff this position via the Aboriginal Peoples Employment Program, which aims to strategically increase Aboriginal representation within the First Nations and Inuit Health Branch. As such, Organizational Needs may be applied and first consideration may be given to candidates self-identifying as belonging to Aboriginal peoples.

This process is anticipatory for Halifax and Winnipeg. The immediate need is to fill one indeterminate position in Regina.

A pool of qualified candidates will be established and may be used to staff similar term and/or permanent positions, actings, assignments/secondments, or deployments.

Education:
A bachelor’s degree from a recognized post-secondary institution in a field related to the duties of the position, or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
1. Significant experience* providing strategic advice and recommendations and delivering briefings (verbally and in writing) to management on operational OR program initiatives OR quality improvement strategies.
2. Experience in the development of policies, procedures, guidelines, or tools to support program delivery (may include (but not limited to) documents such as standard operating procedures, environmental scans, service standards, performance standards, business continuity plans, and/or business cases).
3. Experience in conducting research and analyzing information and data.
4. Experience in writing briefing notes, reports and presentations.
5. Experience with project management and leading project teams.
6. Experience working effectively with First Nations, Inuit or Metis.

*Significant experience is defined as having the depth and breadth of experience that would normally be acquired over a period of 2 years or more.

• Experience managing human resources*
• Experience working in the delivery of Non-Insured Health Benefits or in the provision of provincially insured health services or with a Third Party health insurer.

* Managing human resources may include: supervision of staff; establishing vision, priorities, work plans or establishing performance objectives; conducting performance assessments and feedback. Applicants must clearly demonstrate that they have managed employees and indicate the number of employees they supervised.
