Environmental Services (ES) comprises a branch within Real Property Services (RPS). RPS is the government's real property center of expertise, managing one of the largest and most diverse portfolios of real estate in Canada. RPS also provides a full range of real property services. Within this context, ES provides services in relation to environmental stewardship and contaminated site management, environmental evaluations and assessment, and sustainable development. ES also provides strategic advice with respect to meeting government goals and priorities, monitoring legislative changes, and developing corresponding operational requirements and compliance strategies. Work performed for other government departments is carried out on a transactional basis, leveraging private sector expertise and resources.

Intent of the process

STREAM 1: Sustainable Development and Greening Government
STREAM 2: Environmental Evaluations and Assessment
STREAM 3: Environmental Stewardship
STREAM 4: Contaminated Sites Management Stream

This process will be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various linguistic requirements and various security profiles within Public Services and Procurement Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in environmental sciences, environmental studies, environmental engineering, biology, ecology, chemistry, earth sciences, physical geography, or other science or applied science, including engineering, directly relevant to the position.

Degree equivalency

Experience ALL STREAMS (Streams 1, 2, 3 & 4)
Recent* and significant** experience providing operational and scientific/technical advice to management and project/program stakeholders in ***complex environments.

Recent* and significant** experience in the management of financial resources including cost estimating, budget tracking, cost control and reporting in relation to environmental projects/programs.

Recent* and significant** experience consulting or collaborating with stakeholders, such as clients, members of the public, other departments or agencies, or other levels of government.

STREAM 1: Sustainable Development and Greening Government
**Recent and significant experience in projects or programs related to Sustainable Development initiatives and solutions in the areas of efficiency, reduction, conservation, adaptation and conformance as it relates to the Federal Sustainable Development Strategy (FSDS), Greening of Government Strategy and other federal and provincial policy and commitments. This experience may include providing planning, advice, guidance and/or implementation in one or more of the following areas: building operational performance certification programs such as BOMA, LEED, Green Globes, FitWel, WELL, etc.; and/or Smart Building technology; Greenhouse gas reduction and/or carbon neutrality; climate change impacts adaptation and resiliency;and/or solid waste management; and water and wastewater management.

STREAM 2: Environmental Evaluations and Assessment
**Recent and significant experience conducting and/ or managing environmental impact assessments, environmental studies, projects or programs related to: impact assessment, regulatory compliance and / or associated permitting requirements in accordance with various legislated Acts. (These may include the Canadian Environmental Assessment Act (CEAA) or the Impact Assessment Act; Fisheries Act; Canadian Environmental Protection Act (CEPA); Oceans Act; Canadian Navigable Waters Act; Canadian Wildlife Act; Species at Risk Act; and, any other federal and provincial environmental legislation).

STREAM 3: Environmental Stewardship:
**Recent and significant experience in projects or programs related to Environmental Stewardship as it relates to Real Property assets. This experience may include the management and/or oversight of environmental aspects of facility and property management as it relates to compliance, conformance and auditing under various federal and provincial legislation including Canadian Environmental Protection Act (CEPA), Canadian Labour Code Part II, Fisheries Act, Federal Halocarbons Regulations, Federal Tanks Regulation, Transportation of Dangerous Goods, various provincial regulations, codes and practices, etc.

STREAM 4: Contaminated Sites Management Stream
Recent* and significant** experience managing environmental projects and/or programs related to Contaminated Site Assessment and Remediation. This experience may include phased environmental site assessments, ecological and human health risk assessment, remediation, environmental risk management, and/or environmental long-term care and maintenance.

*Recent experience is understood to mean experience acquired within the last five (5) years.
**Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to the task, which are normally acquired over a period of at least three (3) consecutive years.
***Complex is defined as working in a multidisciplinary environment involving multiple stakeholders and/or clients. Experience will also be evaluated in terms of the degree, complexity and diversity of the work performed including the level of direct responsibility.

Asset qualifications:
Experience managing marine sediments, including dredging and Disposal at Sea.

Experience in consulting with Indigenous People(s) in respect to environmental, indigenous rights and land use matters.

Experience managing standing offers or other forms of contract management.

Experience conducting or managing other real property environmental issues such as hydrogeological studies, potable water, waste water, air quality, hazardous materials, fuel storage and handling, risk assessment, or environmental auditing.

Experience in conducting or managing Human Health and / or Ecological Risk Assessments.

Experience in supervision.
