NOTE: Virtual work arrangements may be available and will be determined on a case by case basis dependent on operational feasibility at the time of hiring. This means working from an Indigenous Services Canada office within a regional or national headquarters building. The employee will be expected to perform all functions of the positions remotely from an Indigenous Services Canada office but may report to a manager who is working in another location.
A pool of partially or fully qualified candidates may be established and may be used to staff similar or identical positions within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) with various linguistic profiles (English essential, French or English Essential, BBB/BBB, CBC/CBC) and/or requirement, various locations, as well as tenures (indeterminate, deployment, acting, specified period, assignment, secondment) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCES (STREAMS 1 AND 2):
Significant* experience in conducting program evaluation or policy analysis or social science research projects using methodologies involving quantitative and qualitative approaches.
Experience providing strategic advice, presenting findings and recommendations and preparing written briefings for management or senior officials. **
Experience working as part of a team on evaluation or policy or social science research projects.
*Significant experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least two (2) years in the last five (5) years.
**Management or senior officials is defined as executive level positions such as Director, Director General, Assistant Deputy Minister, Vice-President, President (or equivalent).
STREAM 1 (Evaluation Officer):
Experience writing and reviewing evaluation or research reports.
STREAM 2 (Policy Analyst):
Experience in preparing or managing the preparation of three (3) or more of the following comprehensive documents: statistical surveys, qualitative and quantitative studies, research reports, position papers, strategic plans and planning documents, Memoranda to Cabinet, Treasury Board submissions, briefing notes and presentations to senior management (director level or above).
ASSET QUALIFICATIONS
(Not essential, but preference may be given to candidates who possess asset qualifications)
EDUCATION (STREAMS 1 AND 2):
Graduation with a master’s degree from a recognized university in a relevant field.*
EXPERIENCES (STREAMS 1 AND 2):
Experience with Indigenous issues or research or working with Indigenous communities or organizations (e.g. First Nation or Métis or Inuit communities).
Experience working with stakeholders such as government organizations, academia and non-government organizations.
Experience using data or statistical analysis software.
Experience working with consultants.
STREAM 1 (Evaluation Officer):
Experience doing work in an evaluation unit.
STREAM 2 (Policy Analyst):
Experience in supporting interdepartmental policy initiatives.
Experience in planning and coordination to support senior level committees or stakeholder events.
*Relevant field as defined by economics, political science, sociology, demography, anthropology, history, psychology, geography, criminology, public administration, and public health administration.

KNOWLEDGE (STREAMS 1 AND 2):
Knowledge of the mandate of Indigenous Services Canada (ISC) or Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC).
Knowledge of issues facing Indigenous peoples and the department (ISC or CIRNAC).
STREAM 1 (Evaluation Officer):
Knowledge of the federal government’s Policy on Results and its associated Directives.
Knowledge of quantitative and qualitative research and evaluation methods and practices.
STREAM 2 (Policy Analyst):
Knowledge of the role and responsibilities of central agencies such as Treasury Board Secretariat, Privy Council Office, Department of Finance Canada.
Knowledge of quantitative and qualitative research methods for supporting policy, legislative, or regulatory options for decision making.

Ability to plan and carry out research, analyze and interpret data and synthesize complex information.
