Duties

• Reviews, analyzes and maintains SCH asset base inventory
• Develops and maintains a system to archive information about the asset base
• Manages a rigid quality control review process to ensure all CAD products conform to SCH and accepted industry standards.
• Serves as a senior technical design and a planning resource responsible for mentoring and providing technical guidance to project technologists.
• Provides technical services through the planning, design, tendering and construction phases of all types of projects, with particular emphasis on the production of tender drawings. Provides technical services for the development of long-term harbour plans. Tracks and reports on progress of own individual projects.
• Makes hand-sketches and takes measurements, in the field, of harbour infrastructure in order to prepare as-found condition drawings in preparation for options analysis and design.

Work environment

Small Craft Harbours is a nationwide program run by Fisheries and Oceans Canada (DFO). More than 5,000 volunteers assist the program annually. It keeps the harbours that are critical to the fishing industry open and in good repair. The program operates and maintains a national system of harbours to provide commercial fish harvesters and other harbour users with safe and accessible facilities.

Intent of the process

The intent of this anticipatory process is to staff one bilingual (CBC/CBC) position on an indeterminate (permanent) basis in Moncton, NB, when a vacancy becomes available. A pool of qualified candidates will be created and may be used to staff similar positions of various durations (permanent, temporary) and of various language requirements.

EDUCATION
Successful completion of a two-year post-secondary program in construction management, civil engineering, survey, architectural technology or related building technology from a recognized post-secondary institution, recognized technical institute OR an acceptable combination of education, training or and experience.

Degree equivalency

EXPERIENCE
• Recent* and Significant** experience in managing the scope, schedule and budget during implementation of construction, maintenance or repairs of infrastructure.
• Experience providing engineering, technical and project support for infrastructure construction, maintenance or repair.
• Experience preparing proposals, work plans, financial reports, cost estimates and project progress reports.
• Experience developing and maintaining collaborative working relationships with internal and external stakeholders.
• Experience working with an Asset Management Systems.

Recent* and Significant** is defined as the breadth and depth of experience normally associated with the performance of a broad range of complex activities. It will be assessed on the basis of the scope and complexity of the work performed as well as the candidate’s responsibility for a period of approximately three (3) years within the last seven (7) years.
