The Ontario and Prairie Region, as well as the Arctic Region, are extremely diverse, with Ontario and Prairie Region covering four Provinces (Alberta, Saskatchewan, Manitoba, and Ontario) and the Arctic covering two Provinces (Nunavut and Northwest Territories). These Regions cover 71% of Canada's coastline, 67% per cent of the country's fresh waters (with 8 of the 20 largest lakes in the world); 65% of Canada's marine waters; 64% of Canada's land mass; and 60% of Canada's population. In the Ontario and Prairie Region, we are working on important habitat files to restore lost protections; conserving, and protecting a large array of threatened and endangered Aquatic Species at Risk; and helping to prevent the introduction of Aquatic Invasive Species, while working with a professional intelligence service in support of operational enforcement programs. In the North, Fishery Officers patrol to seek a good standard of compliance in Northern Commercial Fisheries, engage with a large number of Northern communities and Indigenous communities, and work to protect Marine Protected Areas, Ocean Refuges, and Marine Mammals (including whales) across the Arctic.

The Major Case Management (MCM) position is located at the Regional Headquarters in Winnipeg at the Freshwater Institute, which is situated on the University of Manitoba’s campus. Winnipeg, known as the "Gateway to the West", was recently named the Cultural Capital of Canada. Winnipeg offers a diversity of activities for a wide range of the population, hosting annual festivals like the Winnipeg Folk Festival and Folklorama, with a large and vibrant French community, and is home to professional sports franchises such as the Winnipeg Jets (NHL) & the Winnipeg Blue Bombers (CFL). Winnipeg is also the gateway to a wide range of beautiful landscapes, a multitude of lakes, and outdoor adventures.

As the MCM Coordinator, you will lead the Regional MCM program and provide operational oversight in the Team Commander role in support of advancing our strategic and intelligence-led Conservation and Protection program across the two Regions, and as part of our National organization.

Successful completion of a two year post-secondary educational program in a related field.

Successful completion of the Fishery Officer Career Progression Program (FOCPP) or an acceptable equivalent combination of education, training, and experience in a Law Enforcement program.

Degree equivalency

Recent* and significant** experience in managing major investigations.

Recent* and significant** experience in conducting analysis and providing strategic advice*** to management.

Recent* experience in obtaining Judicial Authorizations such as Search Warrants and/or Production Orders.

Recent* and significant** experience in the establishment of cooperative working relationships**** in a law enforcement organization and with internal and external partners (including other law enforcement organizations).

Recent* and significant** experience in managing human and financial resources.

* “Recent experience” is defined as experience gained in the last seven (7) years.

** “Significant experience” is defined as the depth and breadth of knowledge, aptitude and practical ability gained through the performance of these duties for a period normally associated with at least three (3) years of experience.

*** “Strategic advice”, requires evidence of the preparation of formal briefings (plural, i.e. more than once) for Managers (at the Senior Management level).

**** “Establishment of cooperative working relationships” means: the focus on the setting up, bringing about, or building relationships; while “Cooperative” is: the working or acting together willingly for a common purpose or benefit. Aspects should include informal and formal initiatives, leadership of committees or program development, etc.

Conditions of employment

Secret security clearance - Successful candidates must undergo security screening and meet the "Secret" clearance level as a condition of employment.
Ability and willingness to work overtime on short notice.
Ability and willingness to work evenings and weekends.
Agreement to being deployed anywhere in Canada to perform any types of enforcement activities including (but not limited to) inland, coastal and offshore patrols (including land, sea and air patrols), and/or forensic investigations and/or special operations.
Meet medical and psychological suitability standards.
Wear a uniform and required protective clothing.
Carry and use firearms and other restricted and prohibited weapons meeting the DFO proficiency standards.
Meet the DFO annual use of force proficiency standards.
Possession of a valid driver’s license, current standard First Aid Certificate and CPR Certificate.
Travel (up to three weeks for special assignments).

Candidates must meet and maintain the above conditions of employment throughout their employment.
