Duties

The immediate intention is to staff Labour Relations Advisors. These experts are responsible for providing strategic advice to management on labour relations issues as well as interpretations of policies, directives and collective agreements. They also support management through the grievance and disciplinary processes including preparing cases, making recommendations, participating in hearings and negotiating grievance procedures with the unions.

The ESDC Labour Relations Team is a strong, dedicated, hardworking, passionate and client service oriented team that operates virtually across Canada. At ESDC you will be exposed to everything! You will have the opportunity to exercise your power of influence and strategic thinking by dealing with a variety of files, including: grievances, disciplinary processes, duty to accommodate and unsatisfactory performance files, etc.

ESDC is also well known for the guidance, support and tools provided to its Labour Relations Advisors. We offer an ONBOARDING PROGRAM to provide training on our tools and practices, coaching and a review of LR concepts to new advisors. You will be able to count on experienced colleagues, who have seen it all, to support and guide you. In addition, since we have already been working virtually for several years, we have all the tools in place to work efficiently from home: laptop, VPN, cell phone, MS Teams, Skype, no paper files, virtual team meetings, etc. Our team promotes work-life balance and offers flexible work schedules.

Intent of the process

The purpose of this process is to staff five (5) Labour Relations Advisor positions indeterminately. Deployments of employees at the PE-03 and PE-02 group and level (or equivalent) will be considered first and other types of staffing mechanisms will follow.

A partially assessed pool of candidates will be established to staff similar positions with various language requirements (Bilingual Imperative CBC/CBC, English Essential, French Essential) and various tenures using different staffing mechanisms (deployments,
indeterminate/determinate appointments, actings, assignments/secondments) within the Employment and Social Development Canada's designated workplace.

Immediate staffing will be limited to the designated workplace established by ESDC's Human Resources Services Branch, such as: Edmonton, Vancouver, Winnipeg, Fredericton, Dartmouth, Toronto, Gatineau, Montréal Island, Québec.

Indeterminate appointments, acting appointments, deployments and assignments in other sites may be considered for ESDC employees occupying a substantive position within the Human Resources Services Branch, but working outside the locations noted above.

EDUCATION

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

EXPERIENCE

• Experience providing advice and guidance to management on human resources* matters, as a Human Resources representative.
• Experience writing reports or briefing notes or summaries to support recommendations made to management.
• Experience conducting research and analyzing information to provide recommendations on human resources* matters to management.

*Human resources are defined as at least one of the following areas: Labour Relations, Staffing, Human Resources Planning, Classification, or Learning.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS (not mandatory but may serve to select candidates)

• Successful completion of the P703 - Labour Relations training course.
• Experience developing and maintaining successful relationships with union representatives.
• Experience preparing or delivering training or presentations.
• Recent** experience providing advice and recommendations to management on human resources* matters in the federal public service as a Human Resources representative.

*Human resources are defined as at least one of the following areas: Labour Relations, Staffing, Human Resources Planning, Classification, or Learning.

ASSESSMENTS
