Intent of the process

The initial intent of this process is to offer two indeterminate positions.

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (bilingual imperative CBC/CBC, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, assignment, secondment, specified period) which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

- Graduation with a degree from a recognized university.

Degree equivalency

- Recent* and significant** experience completing all or parts of the planning, conduct and reporting phases for multiple internal or external audit engagements in alignment with recognized Professional Practices Frameworks****;
- Recent* and significant** experience planning and conducting interviews with representatives of client organizations;
- Recent* and significant** experience preparing a variety of written materials (including audit findings, audit conclusions and recommendations);
- Recent* and significant* experience presenting information to supervisors;
- Recent* and moderate*** experience supervising the work of team members.

*Recent is defined as experience acquired within the eight (8) years preceding the closing date of this process.
**Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of at least four (4) years.
***Moderate is defined as depth and breadth of experience normally associated with the performance of those duties for a period of at least two (2) years.
****Recognized Professional Practices Frameworks are: the Institute of Internal Auditor’s International Professional Practices Framework (IIA IPPF); and/or ISACA’s IT Audit Framework (ITAF); and/or Canadian auditing standards (CAS); International Organization of Supreme Audit Institutions (INTOSAI) Standards.

The following may be applied / assessed at a later date (may be needed for the job)

- Possession of a professional certification from a recognized international internal auditing association (e.g. CIA, CGAP or CISA);
- Possession of a recognized Canadian professional accounting certification (CPA, CA, CGA or CMA).

Degree equivalency

- Experience in leading or conducting internal audits within or for the federal government of Canada;
- Experience in leading or conducting audits of federal grants and contributions (Transfer Payments);
- Experience in developing multi-year Risk-Based internal Audit Plans (RBAP);
- At least one-year experience as a practitioner in any of the following fields: Communications, Information Technology (IT) / Digital, Statistics, Data analytics, Fraud, Accounting/Finance, Grants and Contributions (Transfer Payments), Procurement, and/or Project Management;
- Experience in performing advisory engagements for senior management (e.g. reviews, studies, maturity assessments, etc.);
- Experience working in a Quality Assurance and Improvement Program within an internal audit function.

-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.

- Willingness to work overtime as required.

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
