The Department of National Defence (DND) is one of the largest federal government employers, offering over 70 different types of civilian career opportunities. DND's role is to provide services and support to the Canadian Armed Forces (CAF) in their operations and missions at home and abroad. The intent of this process is to fill three vacant indeterminate positions. The two streams represent immediate vacancies for:
Stream 1 in Borden or Kingston
Stream 2 in Ottawa
Pools will be created for both streams may be used to fill similar positions with various security levels, tenures, locations, language requirements, and linguistic profiles within the Department of National Defence. Applicants only have to meet the criteria for one of the streams to be qualified in the pool.

Education for ED-EDS-02 and ED-EDS-03 positions:
Graduation with a degree from a recognized university with acceptable specialization in Education, Instructional Design, Education/Instructional Technology, Adult Education, Educational Psychology, Systems Engineering, Design Thinking, Human Resources (Training Specialization), Organizational Design or some other specialty relevant to the positions in this classification.
Experience for ED-EDS-02 and ED-EDS-03 positions:
E1 Experience following a systematic approach to instructional design.
E2 Experience in leading a project management process.
E3 Experience analyzing, designing, developing, implementing, and evaluating instructional content and courseware.
E4 Experience in providing alternative performance improvement interventions, other than training, to overcome a performance deficiency.
For ED-EDS-03 positions only:
E5 Experience providing information, advice and guidance to senior management and staff.
E6 Significant* experience researching, analyzing and compiling data to provide recommendations to senior management.
E7 Significant* experience contributing to organizational plans and strategies.
*SIGNIFICANT is defined as at least two (2) years’ experience.
**RECENT is defined as within the last two (2) years.
Asset Qualifications:
Education for ED-EDS-02 and ED-EDS-03 positions:
AQ1 Masters of Education or equivalent field.
AQ2 Certified Training Development Practitioner (CTDP).
Experience for ED-EDS-02 and ED-EDS-03 positions:
AQ3 Experience providing subject matter expert advice to senior level staff and project team members.
AQ4 Experience in advising on advancements in emerging courseware design and development methodologies, as well as emergent instructional technologies.
AQ5 Experience meeting with and presenting to clients at various levels of command, as well as stakeholders from other organizations than the project organization.
AQ6 Experience working with military personnel at various rank levels.
AQ7 Experience with the Canadian Forces Individual Training and Education System (CFITES).
AQ8 Experience producing formal written correspondence and reports for senior management.
AQ9 Significant* experience researching, analyzing and compiling data to provide recommendations to senior management.
AQ10 Experience analyzing, designing, developing, implementing, and evaluating training strategies.
For ED-EDS 02 Stream 2:
AQ11 Experience in conducting Prior Learning Assessment and Recognition programs (PLAR).
For ED-EDS-03 positions only:
AQ12 Experience in CAF recruiting and/or occupational analysis.
AQ13 Experience in development of Performance Metrics.
AQ14 Experience in instructional program analysis, design, evaluation and validation.
AQ15 Experience in developing doctrine and policy.

A1 Ability to use software for an office environment (such as Microsoft Office Suite).
A2 Ability to prioritize and meet tight deadlines of multiple projects and tasks.

For ED-EDS-02 Stream 1:
A5 Ability to create interactive instructional content, instructional activities, and courseware for various modes of delivery.
A6 Ability to create interactive instructional content using a diverse variety of rapid e-Learning Authoring courseware (such as dominKnow, Articulate, Adobe eLearning tools).
A7 Ability to load course content and instructional assets onto Learning Management Platforms.
For ED-EDS-02 Stream 2:
A8 Ability to plan and execute working groups and small group training sessions in both a virtual and traditional settings.
A9 Ability to manage change and implement projects in accordance with strategies and plans.
A10 Ability to advise and coordinate stakeholders on program requirements.
A11 Ability to maintain information databases and collate reports based on that data.
For ED-EDS-03 positions only:
