The Canada Energy Regulator works to keep energy moving safely across the country. Duties

Accountable to the Director, Energy Supply & Data, the Market Analyst participates in a wide variety of market monitoring and regulatory activities as they relate to current and future developments in North American and world energy markets.

Duties are normally undertaken in a collegial team environment with direction and coaching from more experienced staff, and include:

• Conducting research and analysis of energy supply, demand and pricing trends, and assessing market developments and implications for the CER and Canada
• Participating in industry, government and other stakeholder consultations and conferences on energy developments
• Contribute to projects lead by senior staff to advise Commissioners, Board Members and CER Executives on current and future developments in energy markets
• Actively participating in energy modeling and data management project teams within the Energy Information Business Unit
• Providing technical support to colleagues in accessing, utilizing, and manipulating data
• Working with existing energy data models, including trouble shooting and enhancing their operation and efficiency or developing new models to fulfill Team objectives
• Assisting in the research and writing of internal and external reports including Energy Market Information Products, briefing notes, CER website updates, Executive speeches and presentations
• Participating in the review of regulatory applications for pipelines or international power lines with respect to markets, including drafting information requests; providing advice to Commissioners; and drafting CER decisions
• Tracking and reporting on energy policy, legislation, regulations, regulatory decisions, statistics and standards affecting the CER and other Canadian and U.S. regulatory bodies and agencies.
• Leads and manages project working groups to research, analyzes gaps, problems and drivers of change that affect the CER and its Energy Information Program; develops, recommends and implements solutions.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Graduation from a recognized university with a degree in economics, business, commerce or other degree related to the duties of the position.

Degree equivalency

Experience:

E1. Progressive* and recent* experience in conducting qualitative energy market analysis (e.g., natural gas, electricity, natural gas liquids, or crude oil).

E2. Progressive* and recent* experience doing quantitative analysis (e.g., time series analysis, energy modelling).

E3. Recent experience working effectively as an individual or as part of a team in a virtual office environment.

E4. Experience liaising with stakeholders relative to the collection, dissemination and exchange of energy market information and intelligence.

E5. Considerable experience in research and analysis of energy information from a wide range of sources and contributing to strategic advice or recommendations provided by senior staff to senior leaders.

*Progressive is defined as having worked on, and taken to completion, several tasks/assignments of increasing responsibility.

*Recent experience refers to approximately the last 1- 4 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc.

AQ1 Master’s degree from a recognized university related to the duties of the position (e.g., with specialization in quantitative methods; courses in energy economics; courses in regulatory economics; courses in energy business).

AQ2 Recent* and considerable* experience working with data-analysis and visualization software and systems including but not limited to: @Risk, Tableau, Python, Jupyter Notebooks, SQL, MS Excel and MS Access.

AQ3 Recent* experience in energy modeling and techniques such as econometric analysis, and time series analysis.

AQ4 Recent* experience in planning, leading and presenting energy market analyses.

AQ5 Recent* experience working independently in the development of new data visualization products.

1. The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to a CO-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective 1 November 2020 NEB-09, $87,540 to $106,500

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments

6. Terms of Employment: This position has been allocated and apply to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.

8. Job Development Ladder: This position is part of a job development ladder and future promotion may occur upon successful completion of the training and development requirements and provided they meet the merit criteria and conditions of employment for each level of the job development career ladder without an advertised staffing process.
