Canada Economic Development for Quebec Regions (CED) offers guidance to Quebec businesses and regions toward the economy of tomorrow. CED focuses its interventions on SMEs and non-profit economic organizations by building on innovation and inclusive growth, targeting projects with significant economic benefits, and acting as a facilitator in bringing together the right partners for a given project.
This process may be used to establish a pool of qualified or partially qualified candidates that may be used to staff Regional Director positions or similar with various tenures and locations within Canada Economic Development for Quebec Regions and other departments.
The current need is to fill three positions located in Drummondville, Rimouski and Trois-Rivières. However, this pool may also be used for future anticipatory needs located elsewhere (Alma, Gaspé, Gatineau, Sept-Îles, Sherbrooke or Val d'Or).

EDUCATION
Graduation with a degree from a recognized university in Administration, Business Administration, Commerce, Finance, Regional Development or any specialization in a field related to the duties of the position.
EXPERIENCE
E1 - Experience in managing the development and/or the implementation of operational plans for the delivery of a program or a service within an organization.
E2 - Experience in dealing with various stakeholders to build and maintain close partnerships with various executives of an organization or board of directors.
E3 - Experience in providing strategic advice and solutions to senior management.
E4 - Experience in managing human resources* and financial resources**.
DEFINITIONS:
* Experience in managing human resources means significant experience in effective workforce management to maximize organizational results. Some examples of managing human resources may include: managing through subordinate teams, assigning work, establishing vision, directions, priorities, managing performance, developing resourcing plans, determining workforce needs and managing talent and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.
** Some examples of managing financial resources may include: full delegation for a budget, and resource planning (e.g. forecasting, allocating budget), managing (e.g. monitoring, adjusting), and reporting (performance measurement), etc. Applicants must indicate the size of the budget they managed directly and indirectly.
ASSET EXPERIENCE
AE1 - Experience in the development or implementation of strategies or programs in a regional economic development setting.
AE2 - Experience in the management of complex grants and contributions programs in a complex environment and in client-focused service delivery which could include SMEs and nonprofit organization .
AE3 - Experience in representing your organization in order to promote its policies, programs, services or priorities with other organizations such as government departments or agencies, private sector or organization specialized in economic development.
AE4 - Experience in the evaluation of operational or program results and the implementation of change strategies to enhance the performance.
OPERATIONAL REQUIREMENTS
- Willing and able to work overtime when needed and on short notice
- Willing and able to travel when needed and on short notice.
- Own a valid driver's licence.

ORGANIZATIONAL NEEDS:
