Duties

The Regional Office of Environmental Coordination (ROEC) is a dynamic organization, within Fisheries and Oceans Canada (DFO), which leads environmental management and policy for the Maritimes Region program operations and assets, and provides an important coordination function to support the Department’s accountabilities to comply with environmental laws, prevent pollution and continuously improve environmental performance and sustainability.

**There are three (3) specialty areas within this group: Contaminated sites, Environmental Compliance and Sustainable Development. Candidates, and persons with priority entitlements, will only be considered for opportunities for which their experience is within the specialty area being hired for. **

EDUCATION
• Graduation with a degree from a recognized post-secondary institution, with an acceptable specialization in environmental sciences, environmental studies, ecology, biology, geology, chemistry, environmental engineering or some other science relevant to the position.

Degree equivalency

EXPERIENCE

Required for all specialty areas:

• Experience planning, implementing or managing projects/programs in ONE OR MORE of the following areas:
1. Contaminated sites (e.g. Phase I-III Environmental Site Assessments, Risk Assessments, Remediation, Sediment Toxicity Studies).
2. Environmental Compliance (e.g. environmental regulatory compliance, environmental impact assessment, or environmental management systems).
3. Sustainable Development within a ‘real property’ or building operations environment (e.g. greening government).

• Experience analyzing and interpreting environmental data for the purpose of preparing or reviewing technical reports relating to contaminated sites, environmental compliance or sustainable development.

• Experience working with stakeholders, clients or organizations to improve environmental performance.

The following experience is also required for Contaminated Sites opportunities:

• Experience in providing technical advice on matters relating to contaminated sites.

KNOWLEDGE

For Contaminated Sites Opportunities:
• Knowledge of the federal approach to contaminated sites management under the Federal Contaminated Sites Action Plan (FCSAP).

For Environmental Compliance Opportunities:
• Knowledge of environmental compliance and/or assessment under the following: Impact Assessment Act (IAA), Canadian Environmental Protection Act (CEPA), Fisheries Act, Migratory Birds Convention Act and Species at Risk Act (SARA).

For Sustainable Development Opportunities:
• Knowledge of federal environmental legislation and regulations, guidelines and codes of practice including the Federal Sustainable Development Strategy (FSDS) and the Greening Government Strategy (GGS), related to sustainable development and real property management.

ABILITIES

• Experience conducting phased environmental sites assessments, risk assessments, remediation, or sediment toxicity studies. Experience must include sample collection, data analysis, or writing related technical reports.

• Experience managing Federal Contaminated Sites Action Plan (FCSAP) projects or programs.

• Experience conducting environmental inspections or audits which evaluate regulatory compliance or which evaluate Environmental Management System performance.

• Experience providing energy management services, including monitoring, tracking and reporting on energy consumption, interpreting energy audit results or making recommendations on renewable energy, energy efficiency or sustainable infrastructure.

OPERATIONAL REQUIREMENTS
• Requirement to, occasionally, work overtime.
• Requirement to, occasionally, travel in order to conduct site visits.
