Assessment accommodation

LOCATION: This is an Ottawa-based position with the possibility that the successful candidate may be able to work remotely from one of the OSFI offices across Canada (Montreal, Toronto, Vancouver); the one closest to their place of residence. Working remotely will require travel to Ottawa.

Duties

This position reports to the Chief Human Resources Officer (CHRO), within the Office of the Superintendent of Financial Institutions (OSFI) Canada. The Director is accountable for the design, development and implementation of OSFI’s Diversity and Inclusion Strategy and its integration into the fabric of the organization’s culture, values and operations. This position provides operational direction for the integration of diversity, employment equity and inclusion perspectives and programs in the context of a separate employer organization while responding to the organization’s unique business challenges. This position plays a key role in influencing the culture of the organization.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

The immediate need is to staff one position with a language requirement of bilingual imperative CBC/CBC on an indeterminate basis.

This selection process may be used to create a pool of qualified or partially-qualified candidates to staff similar positions with various tenures (indeterminate, term, etc.) and/or security requirements (reliability, secret, etc.) within the Office of the Superintendent of Financial Institutions.

ESSENTIAL EDUCATION
- Graduation with a degree* from a university in a relevant discipline (this could be defined as, but not limited, to Business Management, Human Rights, Sociology, Humanities).

Degree equivalency

ESSENTIAL EXPERIENCE
- Recent** leadership experience in the development and management of organization wide programs in the private, not-for-profit or public sectors, a crown corporation, or an agency of a government.
- Significant*** experience in influencing senior executives**** and key stakeholders effectively across the organization to invest in culture change.
- Recent** and significant*** experience at the executive level in managing human resources***** and financial resources******.
- Recent** and significant*** experience in the design and implementation of programs designed to enhance corporate diversity and a culture of inclusion.
- Experience using data to underscore strategy development, to support key decisions, and present data to senior leadership.

**Recent refers to experience acquired in the past five (5) years.
***Significant is defined in terms of both depth and breadth of experience that is normally acquired by performing the tasks continuously over a minimum period of five (5) years.
****Senior executives is defined as Director General level and above, or Vice President and equivalent level and above in the private sector.
*****Human Resources management is defined as applicants clearly demonstrating that they have supervised employees, assigned work, managed and assessed performance for a period of at least five (5) years. Applicants must indicate the number of staff they supervised.
******Financial management is defined as applicants showing evidence of managing and being accountable for a large-scale budget for at least five (5) years and being responsible for sound financial planning, forecasting and reporting. Applicants must indicate the size and scope of the budget for which they were directly accountable.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
