Reporting directly to the Senior Director, you will be responsible to ensure that your team is managed effectively and efficiently and that surplus assets are posted for sale on the GCSurplus website and ensuring clients are receiving great service. Have you ever wondered where GCSurplus.ca gets its assets? This is a unique and rewarding job within the federal government; every day will bring new adventures as GCSurplus sells over 40 types of asset commodities such as trucks, furniture, and jewelry across Canada. As the Manager you are responsible for all aspects of warehouse management; a typical day can include making presentations or advising internal or external clients on Materiel Management and Divestment, the benefits of using GCSurplus.ca or drawing on your client service experience to ensure the general public is served with respect and dignity. Perhaps, you are better suited to a strategic position within Head Quarters or the Sector in the areas of Business Development or Operations Management?! As a Manager, you will be responsible for financial and human resource management and lead a team of dynamic public servants, deal with over 100 client departments and agencies as well as the Canadian public interested in buying surplus assets.
This is an anticipatory selection process. The intent is to create a pool of qualified candidates to fill one or more positions as they become vacant.
The pool may be used to staff identical or similar positions with various employment tenures within Public Services and Procurement Canada.

EDUCATION:
Secondary school diploma or employer-approved alternative.
EXPERIENCE:
• Recent* and significant** experience in identifying, developing and maintaining key stakeholder relationships
• Recent* experience drafting and reviewing briefing materials, issue papers, reports or plans for management and providing recommendations to management.
• Recent* experience in warehouse management or asset management or divestment services.
• Recent* experience in providing change management advice to various project teams and leaders
• Experience in negotiating complex*** agreements with other various organizations.
• Recent* experience in supervising a team
*Recent means within the last 5 years
**Significant means for a period of at least 12 consecutive months
***Complex involves at least two (2) of the following elements:
- sensitive or high profile;
- multi-million dollar value ($20 million or higher);
- multiple stakeholders;
- multiple clients;
- multi-year, or multi-phase.
ASSET QUALIFICATIONS
EDUCATION:
Degree from a recognized university with acceptable specialization in commerce, business administration, economics or in any other field relevant to the position.
EXPERIENCE:
• Experience in strategic and operational planning, including risk management.
• Experience performing managerial duties in a matrix organization within a functional organizational structure
• Experience in developing complex contracts or Memorandum of Understanding, legal amendments, regulations, policies or procedures pertaining to the management of crown and/or third party assets.
• Experience in quality assurance or quality control activities
• Experience responding to audits, developing management response plans to audits and/or experience monitoring and reporting on audit responses.
• Recent* experience in financial management.
*Recent is defined as experience acquired within the last 5 years.
