Duties

Design, review and analyze the Marine Short-Range Aids to Navigation Systems performance, study and analyze data, conducts in depth studies on site and table top related to the characteristics of waterways, assess navigational risks and their potential impact on mariners’ safety, propose risk mitigation measures in compliance with national directives and international standards. Investigate, analyse and provide solutions to problems or issues relating to aids to navigation system design performance or navigational hazards and conduct visual inspection on equipment.

Participate in managing seasonal buoy tending and aids maintenance programs according to the levels of service established for various clients. These activities are carried out in close co-operation with CCG’s Fleet Branch and Integrated Technical Services (ITS) Branch.

Identify, analyze and prioritize risks related to aids to navigation for the management of notice to mariner projects, aids requests, failures, replacement and maintenance of aids according to their life cycle, in co-operation with CCG's ITS and Fleet branches to ensure safe and efficient navigation . Update the Level of service and status field of Aids base on operational requirements using the Aids Program Information System (SIPA, national database).

Participate in the preparation of buoy tender documents and other technical documents necessary for contract services. Participate in various steps of the tendering process and coordinate, monitor, and control the quality of buoy tending with the DFO contracting officer and with the contractors. Write inspection reports, conducts field inspection of contractor buoy positions and their operations, and make recommendations for improving service.

As a Special Operating Agency of Fisheries and Oceans Canada (DFO), the CCG helps DFO meet its responsibility to ensure safe and accessible waterways for Canadians. The CCG also plays a key role in ensuring the sustainable use and development of Canada's oceans and waterways

Intent of the process

The immediate need is to fill five (5) indeterminate positions and one (1) term position.

A pool of candidates could be established from this process may be used to staff similar positions within the Canadian Coast Guard. These positions may be of different tenures, with various language requirements and various security requirements.

EDUCATION :
A secondary school diploma or an acceptable combination of education, training and/or experience related to the position duties.

Degree equivalency

EXPERIENCE :
1. Experience using the Microsoft suite of programs (including but not limited to: Word, Excel, Outlook and PowerPoint).

2. Significant work* experience related to the maritime field
OR
Significant work* experience related to one of the following fields: cartography, geomatics, geodesy, surveying or geography.

*For the experience to be considered significant it must be at least one (1) year.

Due to the unique evaluation process of language proficiency, this essential qualification is required upon appointment only. Also, a person who initially failed linguistic testing could be reintroduced into the pool of qualified candidates during the pool’s validity period if, for example, he/she is assessed again through another selection process or following linguistic training.

OCCUPATIONAL CERTIFICATION :
- Training** in a field related to the duties of the position including but not limited to: navigation, cartography, geomatics, geography, geodesy, land surveying.

- Certification in a field related to the duties of the position including but not limited to: cartography, geomatics, geography, geodesy, land surveying.

- Marine navigational certificate or certificate of competency (certificate of service as master of a fishing vessel, gross tonnage less than 60 or a higher certificate will be considered).

**The Pleasure Craft Operator Card (PCOC) is not recognized as a sufficient competency for the position.

EXPERIENCE :
Experience in writing technical reports.

Conditions of employment

Reliability Status security clearance

- Willing and able to travel using different transportation modes (automobile, small vessel, airplane, helicopter).
- Willing and able to perform overtime when needed, sometimes on short notice.
- Hold a valid driver's licence, class 5 or equivalent.
