Duties

Under the general direction of the designated Division Manager, is responsible for the overall planning, direction, and management of a designated Science Section with program delivery responsibility at the Regional level. Organizes and administers all activities of the Section and is responsible for managing Section resources (human and financial). Coordinates the work of the Section with collaborators in industry, provincial departments, universities, and other federal departments to maximize benefits and ensures that programs are in keeping with Departmental policies and priorities. Represents the Division on zonal, national and international organizations. Proposes, plans, conducts, and supervises research projects and performs other related duties.

Intent of the process

The intent of this selection process is to create a pool of qualified candidates to be used to staff this, lower level or similar positions within the Fisheries and Oceans Canada in the Newfoundland and Labrador Region on an indeterminate, specified period (term), acting, deployment, secondment, or assignment basis.

Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

Degree equivalency

Experience in leading scientific and research activities in at least one of the following areas:
o Population research or assessment
o Biodiversity science
o Aquatic surveys
o Aquatic ecology
o Aquaculture science
o Ecosystem monitoring and science
o Physical or biological oceanography

(Note: Graduation from a recognized program in these areas will not be accepted as work experience.)

Experience in managing financial, material and human resources.

Experience in supervision.

Experience in managing scientific projects through completion.

Experience in client service delivery or collaboration with various partners such as private sector, non-governmental, academic, provincial or federal organizations or representatives.

Experience providing scientific information, advice and/or recommendations to internal or external clients/stakeholders.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Graduation with a post-graduate degree in science from a recognized post-secondary institution, with specialization in biology, chemistry, physics, oceanography, or in a field relevant to the position.

Degree equivalency

Experience leading scientific teams in field, laboratory settings or on research vessels.

Experience managing and protecting scientific data, databases and applications.

Experience in developing, or adapting information from technical publications into communication material or program proposals.

Experience in preparing and managing goods, services contracts and/or collaborative agreements.

Experience in providing science advice for decision-making purposes.

Experience working with stakeholder groups such as commercial or recreational fishing industry, Indigenous organizations, provinces, academia or other stakeholder groups.
