1. Assist in the development of strategies to support client requirements through defining needs, consideration of other business lines and compliance with Treasury Board policies and directives;
2. Participate in the completion of client projects having regard for the client's economic, physical and functional parameters (including timeliness; quality of project delivery, resolution of problems related to existing leases, interpretation of terms and conditions of leases and negotiation of changes/amendments to existing leases and the undertaking and final completion of fit-up of new leased premises).
3. Manage, complex and sensitive lease projects, commercial letting and implementation projects; preparation of tender documents; negotiation of terms and conditions of leases and related agreements; and completion of all mandatory documentation throughout various stages of the project.
4. Liaise with Department of Justice, Principals/Owners of real property, real estate and development companies, Property and Project Managers and other related technical resources, as required.
5. Maintain current knowledge of the Department’s mission, mandate and objectives; maintain current in-depth understanding of the goals and objectives of specific branches, knowledge of client’s operational needs and an appreciation of the impact/effect of external economic, political and time pressures affecting clients;
6. Acquire and maintain current knowledge of industry standards and trends, real estate markets and practices, market survey techniques and construction and building management practices (including the ability to interpret construction plans and specifications); departmental and Treasury Board policies and directives; and administrative practices including knowledge of computer systems capabilities/capacities that enhance and improve efficiencies in project management and program delivery.
7. Acquire and maintain core capacity knowledge related to commercial leasing standards and practices, real property law and contract law to be proficient at providing advice and guidance to project team members and/or related stakeholders consistent with the knowledge and expertise of a subject matter expert.

The intent of this appointment process is to establish a pool of qualified candidates (fully assessed or partially assessed). The immediate use of the pool will be to staff two positions indeterminately. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures at Public Services and Procurement Canada in the Ontario Region.

Education:
Completion of a recognized post-secondary school education (minimum: 2 year program).
Experience:
1. Experience in the delivery of services supporting real estate transactions*.
2. Experience in providing real estate advice on commercial leasing matters to stakeholders.
*This experience can include such things as developing business cases, financial or risk analysis to justify an investment, services in the areas of contracting, asset management or disposal.

Education:
1. Degree from a recognized post-secondary institution in a discipline related to real estate OR public administration.
Occupational Certification:
Recognized accreditation in the real estate field; for example:
• Real Estate Institute of Canada (REIC) – Certified Leasing Officer (CLO) or Certified Property Manager (CPM),
• Building Owners and Managers International (BOMI) – Real Property Administrator (RPA) or Facilities Management Administrator (FMA),
• International Facilities Management Association (IFMA) –Certified Facilities Manager (CFM) or Facilities Management Professional (FMP),
• Licensed or Affiliated Real Estate Agent,
• Or accepted alternative.
Experience:
1. Experience in the preparation of lease and/or lease tender contract documentation.
2. Experience in lease dispute resolution.
3. Experience in mentoring others in a work related setting.
4. Experience in developing reports, minutes, briefing material and/or recommendations to management.
5. Experience using SAP (Systems Applications and Products) data base system.
