Labour Relations Operations:
- Provide advice and guidance to management regarding workplace labour management issues. This may include the following topics:
• The application of the collective agreement;
• Administrative investigations and discipline processes;
• Recourse such as grievances and participate in adjudications;
• Performance management and action plans;
• Complex union-management issues;
• Leave and flexible working arrangements.
- Participate in meetings that discuss sensitive issues.
- Research and analyze jurisprudence and trends.
- Deliver training to management on various labour relations related topics.
- Manage and track the administration of labour relations files.
National Integrity Centre of Expertise:
- Provide operational and coordination services in the treatment of harassment and violence prevention and resolution throughout the Agency.
- Assist in the resolution of complex cases and activities related to the prevention and resolution of harassment and violence complaints.
- Develop information on elements of new initiatives and projects such as the new Bill C-65, assists in the development of content for training sessions and supporting awareness materials.
- Participate in policy and program consultations with specialists in the department and other departments and agencies and in project team activities to learn about emerging trends and realities, issues and best practices in order to apply them in the performance of duties.

Labour Relations Operations:

The CBSA Labour Relations Operations team is comprised of subject matter experts located across the country, with a variety, and significant years, of experience and knowledge, virtually connected and working together to support management in dealing with difficult and sensitive matters. EDUCATION:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
NOTE: Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.

ASSET QUALIFICATIONS
EDUCATION:

AEXP1. Experience in providing advice and services to management in a human resources operational environment in any of the following disciplines: Staffing, Classification, Human Resources Planning, Labour Relations, Occupational Health and Safety.

AEXP3. Experience with informal conflict resolution mechanisms (facilitation, mediation etc.).
AEXP4. Experience in interpreting collective agreements, policies, and terms and conditions of employment.
AEXP5. Experience in working with union representatives to resolve issues.
AEXP6. Experience delivering training or presentations.
AEXP7. Experience in the development of human resources tools, guidelines or processes.
AEXP8. Experience working in a human resources discipline in the Public Service of Canada.
AEXP9. Experience managing multiple projects simultaneously and delivering on deadlines in an environment with shifting deadlines and priorities.
AEXP10. Experience in managing harassment under the TBS Harassment Prevention and Resolution Policy and/or Workplace violence complaints un Part XX of the Canada Labour Code.
