Duties

IS THIS POSITION FOR YOU?

We have several positions to staff across the Labour Program. Current vacancies are in the areas of policy analysis, regulatory economic analysis and data and research analysis. You could contribute to one of the following areas:

International and Intergovernmental Labour Affairs

• Supporting Canada’s participation in international organizations and labour forums, on the negotiation of international labour standards and agreements,
• Building cooperative relationships with Canadian provinces and territories and assist governments of other countries,
• Helping to ensure labour issues in Indigenous communities are managed in a consistent and culturally sensitive way.

Occupational Health and Safety Regulatory Policy and Stakeholder Relations

• Preparing high-quality policy products on a range of interesting regulatory and non-regulatory policy issues
• Conducting outreach, coordination and engagement activities in a fast-paced, often-changing environment with tight timeframes.

Performance, Analysis, Research and Learning

• Work with other experts in business intelligence, data management, data analytics and learning solutions to:
• provide data driven evidence,
• carry out operational research,
• develop regulatory economic and cost-benefit analysis,
• design and deliver training programs to support regulatory development and program delivery for the Labour Program.

Strategic Policy, Analysis and Workplace Information

• Conducting qualitative or quantitative research, writing reports, recommendations, and providing strategic advice to senior analysts or management on various labour trends and issues.
• Drafting reports, briefing notes, presentations and other materials to support social or labour policy development and inform senior management of your findings.

The positions are expected to be located in Gatineau. Working from another ESDC office in Canada may be possible upon regional management approval.  Telework may also be possible based on operational realities and at management's discretion.

In the current context of the global COVID-19 pandemic, the Labour Program employees are working remotely from home. When an eventual physical return to the workplace becomes possible, our offices are located at 165 de L’Hotel de Ville (Place du Portage, Phase II), in Gatineau, Quebec close to the Ottawa River. This makes this location an ideal spot for walking, running and biking! It is also easily accessible by buses from both Ottawa (OC Transpo) and Gatineau (STO).

A pool of partially qualified candidates will be established through this process to staff identical or similar positions in the Labour Program and at Employment and Social Development Canada with various tenures, various linguistic requirements (English Essential, French Essential, Bilingual Imperative BBB/BBB), various security requirements (Enhanced and Secret), various conditions of employment

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

1. Experience researching, analyzing and synthesizing information from a variety of sources to advance a file or a project.
2. Experience writing various documents (such as briefing notes, reports, presentations, research papers, white papers, policy papers or summaries) for decision maker(s)*.

(STREAM 2 - Data Research and Analysis)
3. Experience working with large databases and analytical or reporting tools (such as IBM Cogno, Python or R).

(STREAM 3 - Regulatory Economic Analyst)
4. Experience conducting cost benefit analyses or economic impact assessments.

*A decision maker is defined as a unit head/supervisor, a manager, a Director/equivalent or at a higher level.

AE2. Experience participating in or collaborating with working groups or with stakeholder groups.

(STREAM 1 - Policy Analyst)
AE3. Experience conducting research and analysis or providing advice on a variety of labour, legal, social or international issues.

(STREAM 3 - Regulatory Economic Analyst )
AE4. Experience conducting cost-benefit analyses or economic impact assessments for regulatory initiatives.
AE5. Experience using statistical software such as SAS, SPSS or STATA.
AE6. Experience with the implementation of the Treasury Board Secretariat Cabinet Directive on Regulation and the regulatory development process.

ASSESSMENT

- The different assessment tools that we plan to use are the following : application, online tests, and pre-recorded video interviews.
- Unsupervised second language evaluation will be used to asses language for bilingual positions.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

Candidates must meet the essential qualifications to be appointed to a position.
The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants may be appointed to the position even though they do not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

Top-down ranking may be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.
