A pool of qualified candidates will be established and may be used to staff similar positions with various tenures, various security requirements and various language profiles within Shared Services Canada. Other government departments may use this staffing process to appoint a candidate to its organization in a similar position.

EDUCATION

Graduation with a degree from a *recognized post-secondary institution in electrical engineering, computer engineering (Software), computer engineering (Hardware), network engineering, or some other engineering specialty relevant to Information Technology (IT).

*Recognized post-secondary institution is defined as a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

OCCUPATIONAL CERTIFICATION

Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

EXPERIENCE

E1 Significant* experience in providing engineering services related to IT networks OR IT security, including at least one (1) year of combined experience in providing at least three (3), or more, of the following:
• Developing detailed functional and technical specifications (defining requirements).
• Planning and performing technical feasibility studies, costing studies or evaluating proposals (assessing/options analysis).
• Developing high-level and detailed designs from business requirements, outcomes or benefits realization (requirements-based design).
• Installing, configuring, integrating and troubleshooting a new service or solution (building/deploying).
• Developing and executing test plans to verify functionality, interoperability, performance and/or compliance (verification).

E2 Significant* experience in liaising with external partners or clients and internal stakeholders to achieve business outcomes.

E3 Appreciable** experience in developing recommendations for non-technical senior management on complex matters, and in presenting those recommendations to senior management.

E4 Appreciable** experience in overseeing the delivery of one or more complex IT projects***, or in serving as the technical authority for one of more complex IT projects***.

*Significant experience means the depth and breadth of experience normally acquired in the performance of duties for a combined period of four (4) years within the past eight (8) years.

** Appreciable experience means the depth and breadth of experience normally acquired in the performance of duties for a combined period of two (2) years within the past 8 years.

***Complex IT projects are with a least two (2) of the following characteristics: multidimensional, affecting many partners or stakeholders, precedent setting, having major impact on your organization.

EA2 Experience in the design, implementation or maintenance of IT security services or solutions related to identity, credentials and access management (e.g., Active Directory, Public Key Infrastructure, multi-factor authentication).

EA3 Experience in the design, implementation or maintenance of IT security services or solutions related to security monitoring and compliance (e.g., Security Information and Event Management systems, vulnerability and compliance management systems).

EA4 Experience in the design of cloud-based IT networking and/or IT security services or solutions, or the integration of these services with on-premises services or solutions.

EA5 Experience in the procurement of IT goods and services for the federal government.
