Duties

In your day to day work, you will bring leadership to a number of policy and program files impacting Indigenous communities in Yukon and in northern British-Columbia.

You will need to develop and maintain relationships and connect with colleagues and teams to collaboratively work on policy and programming areas.

You will play a key role in creating linkages between various areas of this work. This means you will use your understanding of relevant programs and policies to support your analysis, you will use your ability to communicate effectively to provide analysis and recommendations on issues, and at times you will engage with Indigenous partners to help move complex and cross-cutting files forward.

Intent of the process

The intent of this process is to staff the following position at Crown-Indigenous Relations and Northern Affairs Canada in Whitehorse, Yukon:
- Senior Policy and Program Analyst

A pool of candidates will be established to staff similar or identical position at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) or other federal departments and agencies located in Whitehorse, Yukon, with various tenures, linguistic profiles or security requirements.

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
• Significant* experience in providing analysis, strategic advice, and recommendations to executive management to advance complex** program or policy issues.
• Experience in working on or delivering services in social programs including but not limited to education, health, and child welfare.
• Experience in establishing and maintaining relationship and partnerships in a work setting to move initiatives forward.
• Experience in engaging with Indigenous communities or organizations.

*Significant means breadth and depth of experience normally associated with having performed a broad range of various related activities normally acquired over a two year period. The amount, the complexity and the diversity of activities will be taken into consideration.
**Complex is defined as having two of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service.

The following criteria will be assessed using the online screening questions. However, they are assets, so you do not need to meet them to be selected, but preference could be given to those who have them.

Here are the assets we are looking for:
• Experience in the development or the implementation of programs, policies or service delivery related to the advancement of Indigenous communities.
• Experience supporting land claim or self-government agreement implementation, policy work, or negotiations.
• Experience working in or with northern or remote communities.

You will have to communicate, both in writing and orally, in English as part of your work.

Information on language requirements

The following criteria are essential for the job, but they will be assessed later using different assessment methods (written exam, interview, reference check, etc.):

KNOWLEDGE:
• Knowledge of political, social or health issues impacting First Nations in Yukon or Northern British Columbia.
• Knowledge of the current priorities of Crown-Indigenous and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC).

ABILITIES:
• Ability to identify emerging or current issues and develop recommendations.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to work well with others.

In addition to having the knowledge and abilities mentioned above, you have the following competencies:
• Achieve results.
• Collaborate with partners and stakeholders.
• Uphold integrity and respect
• Cultural sensitivity or cultural competency with Indigenous partners.

• Willing and able to travel to remote communities by various means of transportation (i.e. small aircraft, vehicle or boat), travelling in some adverse road and weather conditions.

Conditions of employment

The successful candidate will be required to obtain a Secret Security Clearance. In addition, as per Treasury Board Secretariat (TBS) Occupational Health Evaluation Standard, a Medical Clearance .
