THE IDEAL CANDIDATE

Duties

As a Senior Policy Analyst, you will be responsible for producing strategic and corporate analyses and documents to support the Director of P&O Planning & Operations in his file management and decision-making. You will contribute to the integration of science and public policy in collaboration with the management team, managers and project leaders of the Laurentian Forestry Centre (LFC).

You will also need to demonstrate horizontal leadership to establish and maintain strategic relationships with other Canadian Forest Service research centers, representatives from headquarters, other federal and provincial departments, and external partners in the various research projects involving the LFC.

Work environment

A CAREER WITH THE CANADIAN FOREST SERVICE
The position is located in Quebec City, a few steps away from the campus of Laval University. Quebec City is located on the shores of the St. Lawrence River in the French-speaking Canadian province of Quebec. Founded in 1608, it is one of the oldest cities in North America. Its fortified colonial center makes it a UNESCO World Heritage City.

The position is with the Canadian Forest Service (CFS). The CFS is the national and international voice of Canada's forest sector. The organization is part of Natural Resources Canada. The CFS provides scientific and policy expertise and advice on national forest sector issues. It works closely with Canada’s provinces and territories to ensure sustainable and healthy forests for the benefit of our country and the world.

Specifically, the position is located in one of six research centers across the country, the Laurentian Forestry Centre. The center is oriented towards research activities and the transmission of knowledge on the forest ecosystem, its components and their interactions.

The incumbent will collaborate within the region with the Laurentian Forestry Centre (LFC) management team, managers, researchers, coordinators of the LFC's research divisions, representatives of the Government of Quebec, as well as collaborators from the university community. At the national level, it will also collaborate with senior policy analysts and the directors of the six research centers of the Canadian Forest Service (CFS).

Intent of the process

A pool of partially qualified candidates will be created. The intent of this process is to fill an indeterminate position in Quebec City, Province of Quebec.

EDUCATION:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in in economics, sociology, or statistics.

Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. If your specialization is not within a degree program, please list the courses you have completed against your economics, sociology, or statistics specialization in your application.

*The term “degree” refers to a baccalaureate as established by educational authorities.

Degree equivalency

EXPERIENCE:
- Significant experience* in providing analysis, advice and strategic recommendations to senior management** on complex policy issues*** or related to strategic planning.
- Significant experience* in developing or preparing documents for senior management** (such as policy analyses, issue analyses, planning documents, briefing notes or presentations) on strategic issues or initiatives.
- Significant experience* in developing and maintaining collaborative working relationships with a variety of stakeholders.

*"Significant" experience is defined as a minimum of three (3) years of rich and in-depth experience within the last five (5) years, performing the task on a frequent basis.
** Senior Management refers to: Director level and above.
*** "Complex" refers to files that have some of the following characteristics:
 - Multi-dimensional;
 - Involving several groups with divergent interests;
 - Precedent-setting;
 - Have a significant impact on the delivery of a program or service;
 - In the pursuit of departmental or government priorities or likely to receive significant media coverage.

EDUCATION:
Master's degree from a recognized post-secondary institution with a specialization relevant to the position to be filled.

Degree equivalency

EXPERIENCE:
- Experience in providing analysis, advice and strategic recommendations to senior management** in the natural resources field.
- Experience in providing analysis, advice and strategic recommendations to senior management** on complex policy issues*** related to engagement, consultation and/or partnerships with Aboriginal peoples.
- Significant experience* in project management or coordination of multi-disciplinary work teams.
- Experience in strategic planning, development and implementation of performance measures to ensure effective accountability.
- Experience in the processes associated with Treasury Board submissions and/or Cabinet of Ministers documents.

OPERATIONAL REQUIREMENTS:
- Consent to travel and be able to do so.
- Agree to work overtime when required, often on short notice.
