Duties

The Director, Regulatory Guidance and Coordination provides leadership and oversight to the stewardship and evolution of FCAC’s Supervisory Framework, including providing oversight and support to the development of supervisory guidance, bulletins and rulings; ongoing development of operational policy and conduct of research specific to supervision trends and issues of interest; program evaluation; and the coordination of the Agency’s participation in supervision-related fora.

The Director contributes to ensuring the ongoing efficacy of FCAC’s Supervisory Framework in an evolving and increasingly complex environment, and contributes to ensuring the tools and practices used supervising and monitoring responsible market conduct on the part of regulated entities remain robust, relevant and reflect the evolving financial consumer marketplace.

Work environment

Located in downtown Ottawa, with an office in Toronto, and fully equipped to work virtually, FCAC is a small separate agency subject to the Public Service Employment Act. Intent of the process

The intent of this process is to staff 1 one indeterminate position with a designated workspace of either Ottawa or Toronto.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions for the various locations, linguistic requirements, and tenures.

Indeterminate GOC employees at the same group and level or equivalent may be considered for deployment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, law or economics or a field relevant to the position.

Degree equivalency

Recent (1*) and significant (2*) experience in banking, finance or a regulatory function in the financial services industry (3*);

Significant (2*) experience providing advice to senior management on complex and/or legal issues;

Experience in leading program implementation, program delivery, and operational planning and reporting, in a financial institution or a regulatory agency;

Experience interpreting and applying legislation, regulations and guidelines in a regulatory context;

Experience in managing financial and human resources;

Experience in developing and maintaining effective relationships with senior management and/or various external stakeholders (4*).

Notes:

(1*) Recent is defined as experience acquired over the past 3 years.
(2*) Significant experience is defined as the depth and breadth of the experience normally associated with having performed a broad range of complex related activities.
(3*) Financial services industry includes experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, and accounting firms (dealing with audits) or a government departments or agency that deals with the supervision and regulation of financial sector entities, or other relevant areas.
(4*) Various external stakeholders includes a variety of senior-level relationships within federal and/or provincial regulators, within regulated entities, other federal and provincial government departments, consumer groups, industry associations and/or international agencies/regulators).

Experience in leading the development and ongoing review of quality assurance and business processes.

Knowledge of the federal financial market conduct and consumer protection rules that govern federally regulated financial institutions and other regulated entities.
