This advertised process is ANTICIPATORY and a pool of partially or fully qualified candidates may be established to staff similar or identical positions at Public Services and Procurement Canada (PSPC) with various linguistic profiles (French essential, English essential, BBB/BBB, CBC/CBC, CCC/CCC), as well as various tenures (term or indeterminate) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.
NOTE: On a case-by-case basis, a telework arrangement could be considered from any location in Canada.

EDUCATION:
• A degree from a recognized post-secondary institution.
or
• A recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
EXPERIENCE:
• Recent* and significant** experience in leading all phases of internal or external audit engagement or in leading risk-based audit planning.
• Recent* and significant** experience in providing strategic advice and written reports to senior executives.
• Recent* experience*** in supervising or leading a team.
* “Recent” experience*** is defined as experience gained within the last ten (10) years.
** “Significant” experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least five (5) years.
***Experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least two (2) years.
KNOWLEDGE:
• Knowledge of Public Services and Procurement Canada’s mandate and priorities.
• Knowledge of the Treasury Board’s Policy on Internal Audit and Directive on Internal Audit.
• Knowledge of the International Professional Practice Framework of the Institute of Internal Auditors.

ASSET – CERTIFICATION
• An internal audit certification (Certified Internal Auditor (CIA), Certified Government Accounting Professional (CGAP) or Certified Information Systems Auditor (CISA)).
• A recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
• Other relevant professional certification, such as; but not limited to the following areas: procurement, real property, human resources, information technology security, risk management, and project management.
ASSET - EXPERIENCE:
• Recent* and significant** experience in leading all phases of complex*** audit engagement.
• Recent* and significant** experience in internal audit professional practices, performing internal audit quality assurance or quality reviews or in the development of risk-based audit plans.
• Experience performing data analytics using programs, such as ACL and IDEA.
• Experience liaising with departments, agencies or external organizations, such as the Office of the Comptroller General.
• Experience in the field of financial management, procurement, real property, information technology, human resources, or some other domain relevant to the position.
• Experience managing human resources****.

**“Significant” experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least five (5) years.
***“Complex” engagements are deemed to have one (1) or more of the following characteristics:

**** "Managing human resources" entails supervising employees, managing performance, setting team priorities, and assigning work, as well as establishing employee training and learning plans.

The position to staff is Bilingual Imperative: CBC/CBC. However, the process could be used to staff positions with various linguistic profiles and requirements.
