Indigenous Services Canada works collaboratively with partners as it endeavours to be a trusted partner that respects Indigenous perspectives and supports First Nations, Inuit and Métis in controlling the delivery of high-quality services for healthy, prosperous and thriving communities.
The intent is to staff the Senior Assistant Deputy Minister, First Nations and Inuit Health Branch (EX-05) position indeterminately. The process may also be used to staff similar positions at the EX-04 and EX-05 levels within Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada.
*The position is currently located in Ottawa, Ontario. Measures may be taken to allow the successful candidate to work from another location in Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

EXPERIENCE
- Experience in managing significant financial and complex human resources matters, measured not only in volume but also in terms of the impacts of repercussions on Indigenous people and/or communities.
- Experience in consulting, negotiating, collaborating, building and maintaining partnerships with First Nations, Inuit and/or Métis partners, provinces and/or territories and other organizations on issues affecting programs, policies or services.
- Significant experience in providing advice on complex policy and operational issues to Indigenous leaders or senior decision-makers, including Indigenous provincial, territorial or federal senior officials.
- Significant experience in setting strategic direction and providing leadership in policy and operational service delivery and organizational change/transformation.
- Experience in leading policies, programs and service delivery frameworks as they relate to First Nations, Inuit and/or Métis.
Notes:
- “Significant experience” is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities which would have been acquired over multiple years in senior executive positions.
- Complex issues are issues that are politically sensitive and with at least three of the following characteristics: multidimensional, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the program delivery for the public service or having a potential for significant media coverage.
- Some examples of managing human resources may include: supervising staff, establishing a vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, demonstration of experience in managing various service delivery and resources allocation frameworks. Applicants must also indicate the number of staff they have supervised.
- Some examples of managing financial resources may include: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
Experience in exercising an Indigenous health leadership role, advocating for cultural safety in health services.

KNOWLEDGE
- Knowledge of machinery of government and/or equivalent Indigenous governance mechanisms (e.g. Cabinet and Ministerial decision-making systems, Indigenous leadership assemblies or boards of directors), corporate management concepts and practices, and accountability systems.
- Knowledge of Government of Canada priorities as they relate to First Nations, Inuit and Metis and the principles that respect the Government’s relationship with Indigenous persons.

KNOWLEDGE
- Knowledge of the complexity of First Nations, Inuit and Métis health services in the context of federal, provincial and territorial health care systems, including the root causes of health inequities and systemic racism.
- Knowledge of the social determinants of health and how they impact healthcare outcomes and substantive equality within the context of First Nations, Inuit and Metis languages and cultures.
