The Canadian Coast Guard has an exciting and unique opportunity in North Vancouver BC, to manage new vessel construction inspection in the electrical/electronic systems field of expertise. This position as part of a dedicated shipyard based inspection team, is integral in support of the National Shipbuilding Procurement Program through the inspection, evaluation and testing of electrical/electronic equipment and systems during vessel construction to ensure compliance with contractual design and operation requirements. Construction on these new large vessels has already commenced with the Canadian Coast Guard's three Offshore Fisheries Science Vessels. This will be followed by an Offshore Oceanographic Science Vessel, Royal Canadian Navy's Joint Support Ships and a Polar Class Icebreaker.

Intent of the process

This selection process will be used to staff positions within the Canadian Coast Guard in North Vancouver, BC. A pool of qualified candidates will be created and may be used to staff similar positions, on a temporary or permanent basis.

Education
A degree from a recognized university in electrical or electronics engineering
OR
A diploma from a recognized institution in electrical engineering technology or electronics technology.
OR
A CCG Electrical Officer Certificate of Competency
OR
An acceptable combination of education, training and/or experience while employed by the Royal Canadian Navy attaining at minimum QL6B E-Tech qualifications.

Degree equivalency

Experience
Significant * experience inspecting, monitoring and evaluating the installation of electrical or electronic systems during vessel construction, refit or life extension work to ensure compliance to contractual terms.
Significant* experience developing and implementing inspection plans and trials agendas for the construction, refit or life extension of vessels respective to electrical or electronic systems.
Significant * and recent** experience in marine electrical or electronics design, construction, repairs, operation, inspection or quality assurance.
Experience consulting with and reporting to senior management regarding a vessel refit or construction.

*Significant experience is that which is normally obtained over a period of approximately 3 years
**Recent experience being within the last 5 years

Possession of a Transport Canada Certificate of Competency-Engineer- Motor Ship.

Possession of a Red Seal Electrical Qualification.

Experience as a senior Ships Officer on a CCG or other Government of Canada vessel.

Experience as a senior Ships Officer on a commercial vessel.

Experience as an auditor, or as a member of an audit team; in auditing formal quality or safety management systems.

Recent** experience as a Marine Inspector or Marine Surveyor.
**Recent experience being within the last 5 years.

Experience in project management within a technical environment.

Knowledge
Knowledge of federal government policy, practices, and procedures related to shipbuilding.
Knowledge of Quality Assurance programs and procedures.
Knowledge of Government Contracting Regulations.

Conditions of employment

Willingness and ability to work overtime on statutory holidays, weekends, and evenings.
Willingness and ability to travel within Canada and abroad, on short notice.
Willingness and ability to work in an industrial/shipyard setting, including but not limited to contractors' facilities, shipyards, dry-docks, on board anchored and moving vessels, etc.
Willingness and ability to frequently climb vertical and inclined ladders, crawl through confined spaces, observe machinery spaces, walk on uneven surfaces and work at heights in excess of 2.4 metres (approximately 50%-60% of the work day).
Willingness and ability to work in extremes of environmental conditions on land and at sea.
Valid BC Class 5 driver's licence.
