The Canadian Forces Real Property Operation Group (CF RP Ops Gp) is a Canadian Armed Forces (CAF) Formation that is administered by the Assistant Deputy Minister (Infrastructure and Environment) [ADM(IE)]. It is responsible for the management, operations and maintenance of the Department of National Defence’s (DND) infrastructure portfolio across Canada. The portfolio includes over 2 million hectares of land, over 20,700 buildings and over 18,000 works, at a replacement value of more than $ 26 billion. The CF RP Ops Gp employs more than 2,300 civilian personnel and over 350 military members in 7 Regions and 26 Detachments. It is a fairly recent organization which became fully operational in 2016.
As the Formation Communications Manager (or J6 as per the NATO Continental Staff System), you will be responsible for establishing and managing the Information Management (IM), Information Technologies (IT), Cyber Security and Intelligence programs for the CF RP Ops Gp. This is a new position within our Headquarters, with a very small team reporting to it. Since this function was just recently established within the Formation, it will be imperative for you to set the foundation for developing effective working relationships with the numerous functional leads as well as subject matter experts within the Department for the various programs under the purview of this position. You will also be responsible for providing advice to CF RP Ops Gp Commander on matters relating to communications within DND/CAF.

EDUCATION:
An undergraduate university diploma in an area relevant to the position or an acceptable combination of post-secondary education, training and/or experience.
EXPERIENCE:
• Recent* and significant** experience working with clients and multi-disciplinary/cross-functional teams to develop Information Management (IM) and/or Information Technology (IT) solutions to meet business needs
• Recent* and significant** experience representing an organization on committees, working groups, or other collaborative initiatives and providing advice and expertise on one or many of the following programs: IM, IT, cyber security and intelligence
• Recent* and significant** experience in human resource management including mobilizing as well as coordinating and evaluating the work of staff
• Experience managing complex*** projects with multiple stakeholders, internal and external
NOTES:
* “Recent experience” is defined as the experience acquired within the last five (5) years.
** “Significant experience” is defined as experience associated with having performed a broad range of related activities which would normally be acquired over a period of two (2) years in the daily management of work activities.
*** “Complex project” is defined as meeting two (2) or more of the following criteria:
1. The project is multidimensional: a multi-platform or a multi-tier diverse set of technologies requiring integration;
2. The project has a requirement for high availability and mission critical system or application;
3. The project directly relates to a program of national/international or significant corporate scope, or having a major impact on the Public Service or Canadian Public;
4. The project requires new specialized expertise and/or state of the art technology;
5. Represents a large number of stakeholders with diverse interests, or distributed large (500+) client base;
6. The project is sensitive: in terms of having a potential for significant media coverage, classified security issues, high critical risk factors, critical time sensitivity, or political sensitivity issues.
