The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The results of this process may be used to staff same or similar positions for future vacancies of various tenures at Public Services and Procurement Canada in the Ontario Region.

Graduation with a degree from a recognized post-secondary institution in an engineering specialty relevant to the duties of the position OR
Licensed as a Professional Engineer in Canada in a specialty relevant to the duties of the position
Recent* and significant** experience in Real Property projects, specifically:
In planning and managing various phases of design and construction projects related to
a) public buildings including building renovation and/or interior fit-up, or
b) infrastructure upgrades, with varying degrees of complexity***.
In managing project quality, finances and schedules.
In reporting project performance.
In managing multi-discipline teams in project delivery.
In managing procurement processes for consultants and/or construction services.
Candidate is asked to describe 2 sample projects, the candidate’s role therein and provide contact information for the supervisor. The projects are to confirm the role performed. In combination, the projects are to demonstrate that the candidate has all of the required experience.
Definitions:
Experience is defined as work-related experience acquired in the identified field following graduation.
Real Property is defined as land, buildings, and anything attached to the land.
*Recent is defined as within the eight (8) years immediately prior to the closing date of this job opportunity advertisement.
** Significant is defined as the complexity and diversity of work which would normally be acquired over a period of approximately 6 years where the candidate performed the role of project manager or deputy project manager, managing all aspects and stages of project delivery including tendering, construction and closeout.
***Complexity is viewed in terms of risk. Candidates are expected to demonstrate experience in managing complex projects, with at least 2 risk factors, for example: high technical difficulty (e.g. specialized laboratory fit-up requiring specialized mechanical systems), projects implemented in secure facilities (e.g. correctional facilities with restrictions for access by construction crew), high stakeholder and media interest, stringent regulatory compliance requirements, physical challenges (e.g. repair of marine structures requiring diversion of roads and/or dewatering), marine dredging, movable bridges, heritage considerations, unknown site conditions.
PMP Certification
LEED Certification
Experience in federal project delivery subject to federal acts, regulations, codes and standards
Experience in the management of a Program of Real Property projects
Experience in managing Real Property projects on indigenous grounds
Experience in managing infrastructure projects such as bridges, underground service, and marine structures
Experience in managing marine dredging projects with contaminated sediment
Experience in project delivery methods such as Design Build or Construction Management at Risk
Experience delivering office building projects, including interior office fit up, renovations and new construction
Experience delivering secure facility projects, including construction in prisons, of police stations/detachments, or highly sensitive specialized facilities
Experience delivering projects with heritage sensitivities, such as those in FHBRO recognized properties
Experience in claims management
Willing and able to travel, as required
Willing and able to work overtime, as required
Willing and able to enter project construction sites, as required
