Duties

The primary focus of our Human Resources Advisor role is to guide and support our PSPC leaders and managers as they build exceptional teams. You will work with managers to interpret and apply policies and programs, develop people strategies and hire top talent!

We support the growth of Human Resource Professionals throughout their learning and development. The intent is to hire Human Resource Advisors at a developmental level (PE01 and PE02) with development to the specialist level (PE03) in various areas of Human Resources. As a PE-01 Developmental Advisor you will develop your competencies, conduct research and analysis, acquire human resource skills and knowledge and provide advice and guidance. As a PE-02 Developmental Advisor you will further develop your competencies and experience to provide HR management advice and guidance on operational activities.

Individuals are hired based upon the demonstration of competencies in the recruitment process.

ESSENTIAL EDUCATION

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the work to be performed (human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed).

Degree equivalency

ESSENTIAL EXPERIENCE

Experience providing advice and guidance to managers on human resource issues.

Experience conducting research, analyzing information and providing recommendations.

Experience interpreting and applying human resource related legislation and policies.

Experience providing advice or support to managers in staffing. This includes topics such as developing recruitment strategies, assessment tools, and conducting assessments.

Experience providing advice or support to managers in labour relations. This includes topics such as the interpretation and application of collective agreements, informal conflict management, fostering union and employer relationships, duty to accommodate, disability management, performance management and/or values and ethics.

Experience providing advice or support to managers in human resources programs and/or planning activities. This includes topics such as employee and organizational development, workforce diversity and inclusion, official languages and linguistic duality, workplace well-being and mental health, and HR planning.

Experience providing advice or support to managers in learning and employee development. This includes topics such as learning and development needs analysis, talent management and succession planning, course development and evaluation, and facilitation of in-person and virtual learning.

Experience in the full cycle of project management.

Experience working with an electronic human resource information management system, such as Peoplesoft.
