SPECTRUM AND TELECOMMUNICATIONS SECTOR
So, what do we do? In a nutshell, we help make wireless work for Canadians!
We are a 900+person team dedicated to supporting the infrastructure of the digital economy. We research and regulate radiofrequency spectrum that carries wireless signals and the telecom equipment that delivers the messages. We oversee the safety and security of Canada’s telecommunications infrastructure ensuring continuity in time of crisis. We use policy, regulatory, legislative and program work to support a competitive, secure, wireless marketplace and a thriving, innovative digital economy.
We are structured to be a focused, nimble regulator backed by scientific research and expertise. We aim to be agile, responsive and efficient in support of a competitive, secure wireless marketplace and a thriving, innovative digital economy.
A pool of partially qualified candidates (pending Second Language Evaluations and Security clearance) will be established to make indeterminate or determinate appointments to staff similar positions that may have various language requirements or various security levels or various locations.
By default and in the interest of the greater public service, pools created as a result of staffing processes at ISED will be shared with other government departments.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution in electrical engineering, computer engineering or other engineering specialty relevant to the duties of the position.
OR
OCCUPATIONAL CERTIFICATION
- Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
EXPERIENCE
**A minimum of 5 years in each of the following experiences:
- Experience providing engineering services
- Experience in planning and managing projects*
- Experience in documentation work and developing a variety of written products (reports, contributions and variety of briefing materials)
- Experience in providing technical guidance
- Experience in engaging with stakeholders
* A project is defined as a work item with an identifiable beginning and end that produces a specific deliverable

- Experience in planning and policy related to spectrum and telecommunications such as: consultations, treaty development, International Telecommunication Union Radiocommunication Sector and International Telecommunication Union Telecommunication Standardization Sector, mutual recognition agreements, telecommunication/information and communication technology resilience, PNT (positioning, navigation and timing) and cyber security
- Experience in spectrum engineering for space, such as propagation, interference analysis, ecosystem and system architecture
- Experience in spectrum engineering for terrestrial, such as propagation, interference analysis, ecosystem and system architecture
- Experience in standardization related to spectrum and telecommunications, such as Standard Radio System Plans, Radio Standards Specifications, International Telecommunication Union Telecommunication Standardization Sector, International Organization for Standardization, 3rd Generation Partnership Project and Institute of Electrical and Electronics Engineers
- Experience in certification, compliance and enforcement related to spectrum and telecommunications
- Experience in authorization, compliance and enforcement related to spectrum and telecommunications
- Experience in telecommunication or network engineering, such as Internet/network and enterprise architecture, cloud architecture and services, wireless access network architecture, network and security protocols, and timing systems
- Experience in emerging systems or technology, such as quantum technology (e.g. communication, computing, timing and cryptography), big data, artificial intelligence and machine learning, augmented and virtual reality, software-defined networking, network function virtualization and other emerging digital technology
- Experience in risk management and cyber security for information technology; telecommunications, positioning, navigation and timing, or other critical infrastructure
- Experience in another field related to spectrum and telecommunications, such as spectrum auctions
