DISPUTE RESOLUTION BRANCH:
The mandate of the Dispute Resolution Branch is to resolve disputes regarding federal transportation services, rates, fees and charges as well as to ensure Canada's national transportation system is accessible to all persons, including persons with disabilities. Senior analysts support the mandate by resolving disputes through facilitation or mediation, and by supporting the Members through the adjudication process, as well as by developing or updating resource tools .

ESSENTIAL QUALIFICATIONS
EDUCATION:
All streams: Bachelor degree from a recognized university in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance or sciences) or an acceptable combination of education, training and/or experience.
EXPERIENCE:
All streams:
Significant* experience in presenting complex** analysis and advice to senior management or board members through presentations, reports, briefing notes or correspondence.
Experience leading multiple*** initiatives, cases, tasks or projects requiring completion under fixed deadlines.
Stream 2: Significant experience as an autonomous mediator ****.
*Significant experience is defined as the depth and breadth of experience associated with having performed a broad range of related activities as the MAIN function for approximatively 12 months. The amount and the diversity of these activities as well as the autonomy level may also be taken into consideration.
**Complex is defined as including the following characteristics: multidimensional, multiple or conflicting information to be analyzed.
***Multiple is defined as leading as least five (5) initiatives, cases, tasks or projects simultaneously.
**** Significant experience will be evaluated based on the depth, breadth, complexity and diversity of mediations conducted by the candidate. Generally, such experience would have been gained leading approximatively twenty-five (25) mediations within the last year.
ASSET QUALIFICATIONS
EDUCATION:
All streams: Law degree from a recognized university (LL.B., J.D., B.C.L.)
Stream 1: Master degree from a recognized university in a field related to the duties of the positions(e.g. economics, social sciences, law, commerce, finance or sciences).
Stream 2: Degree from a recognized university in dispute resolution or a professional designation from a recognized institution in dispute resolution.
EXPERIENCE:
All streams:
Experience working in an administrative tribunal.
Experience writing materials to or for decision-makers, including but not limited to tribunal's members, judges, arbitrators, director generals, assistant deputy ministers or deputy ministers.
Experience using on-line tools (ex: Zoom, Microsoft Team, Webex) to plan and host video and audio conference calls.
Experience participating in hearings to support decision-makers.

ORGANIZATIONAL NEEDS:

OPERATIONAL REQUIREMENTS:
All streams:
Availability and willingness to work overtime for travelling and/or to advance or complete work on time.
Availability and willingness to travel across Canada on an on-going regular basis, including to some transportation industry facilities.
Stream 2: Must hold a valid driver's license and be willing to drive to remote locations in Canada (for some positions).

Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening tool.
Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
Locations, dates and times for exams and/or interviews will be determined by the employer. Scheduling of alternative exam and interview dates will only be considered for religious reasons, death in the family, in cases of serious illness or for a reasonable reason approved by the selection committee. A doctor's certificate or other proof will be required.
Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
