Global Affairs Canada is seeking an experienced Executive Director who has the drive and commitment to implement a major reform of employee benefits program around the world over the next 5 to 7 years.
As the central agency for the 5700 locally engaged staff who work for over 40 different federal and provincial programs in Canada’s 178 embassies and consulates abroad, this Executive Director has the delegated decision-making authority for the design and delivery of global benefits programs.
These programs (over 200 of them, worth close to $1 Billion) include:
- defined benefit and defined contribution pension plans
- health and dental insurance
- life insurance, and
- social security frameworks
The ideal candidate has some or most of the following characteristics:
- familiarity with some or all of these private-sector benefit vehicles
- can make timely decisions under pressure
- has experience operating in foreign legal and regulatory environments
- has familiarity with enterprise-wide policy and program design
- can lead multicultural teams spread around the globe
- can work collaboratively with the private sector and internal stakeholders to achieve results
- can manage large budgets from a strategic perspective
- is willing to take managed risk outside of known environments and accept responsibility for the consequences
- is willing and able to travel to close major deals
The intent of this process is to staff the position of Executive Director, Social Security, Pensions and Insurance indeterminately. A pool of partially qualified candidates may be established and may be used to staff identical or similar non-rotational positions within Global Affairs Canada.

ASSETS
Significant* private sector experience in the design or evaluation of pensions, insurance or benefits programs.
Significant* experience in managing the design or evaluation of pensions, insurance or benefits programs and the associated benefits plans for a Crown Corporation or Federal or Provincial Agency.
Experience in providing corporate and strategic leadership and direction in benefits conceptualization, key investment decisions, policy development and implementation including governance and monitoring.
Significant* means at least three 3 years of experience performing a range of tasks to the level of complexity and responsibility typically acquired at the Executive level or equivalent.
