Public Services and Procurement Canada manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert. Our Pacific Region extends from the Canada/US border to the Arctic, including British Columbia and the Yukon Territory. Our real property professionals include office accommodation specialists, architects, engineers, environmental scientists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse; it includes construction and repairs to federal correctional facilities, research laboratories, border crossings, remote harbours as well as office fit-up in owned and leased facilities.
Our Vancouver office is seeking a Regional Discipline Manager, Engineering. We are seeking professional engineers, with significant experience, who bring technical and analytical skills.
The Regional Discipline Manager, Engineering will provide a wide range of engineering expertise and design services in house and through consultants for the department and other government departments.
The Manager will lead the provision of a variety of engineering services in Real Property Branch. We are seeking engineers with supervisory strength and experience in developing and managing design through a team of engineers and consultants, an appreciation of quality assurance, project management skills and the ability to lead, promote and manage change.

PSPC helps the Government of Canada serve Canadians. Occupational Certification:
Registration as a Professional Engineer in Canada.
Experience:
Recent and significant experience 1* in the provision of design services in the discipline of civil or mechanical or electrical engineering in executing Real Property projects 2* with various degrees of complexity and magnitude; for example; developing design and tender documents, conducting design review, providing guidance and resolution to technical problems, developing and responding to request for proposals.
Recent and significant experience 1* in monitoring works prepared by engineering professionals during project cycle; for example; for quality assurance, compliance with standards, meeting project cost, adherence to schedule and confirmation of scope.
Experience in providing strategic advice to clients or senior management on the development or delivery of real property programs.
Experience in managing human resources 3*.
Experience in managing financial resources 4*.
1* Recent and significant experience is defined as having provided engineering services for real property projects of >$10M or programs of work encompassing multiple projects totaling >$20M or projects of high complexity for a minimum of eight years within the last 12 years including at least five years of Canadian experience.
2* Real Property projects are defined as new construction or renovations (e.g. interior fit-up) for buildings, structures, improvements, and other utilities on, above, or below the surface of the land.
3* Human Resource management is defined as the practice of recruiting, hiring and managing employees or consultants. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc.
4* Financial Resource management is defined as managing and being accountable for a budget. Some examples of managing financial resources may include: developing a budget, establishing the budget amount, forecasting, planning, budget allocation, reporting, etc.

ASSET QUALIFICATIONS
Experience in managing a large program of multiple engineering projects adding up to $50M or more.
Experience in the use and application of the National Master Specifications (NMS) system of specifications and /or Master Format latest version.
Experience in Energy Efficient Design, for example; investigations, assessment of facilities, monitoring/analysis of energy data, renewable energy project design & development.
Experience in Geotechnical Engineering Design.
Experience in highway engineering design.
Experience in structural engineering design, for example; buildings, bridges.
Experience in specialized electrical discipline areas for example; high voltage electrical utilities, electric design of secure facilities.
