Duties

• Direct the development of the Regional strategy, vision, and plans for operational delivery of regional programs and services.
• Develop and implements transformation initiatives to modernize service delivery models, refocusing roles and responsibilities and ensuring alignment with the First Nations and Inuit Health Accountability Framework.
• Improve intro/intergovernmental communications and strengthen the working relationship with First Nations and supports the Regional Executive Officer in the development and negotiation of new transfer agreements.
• Develop internal processes and procedures to address high risk or non-routine management situations, such as those posed by the new Jordan’s Principle program, and intervene as required to resolve complex cases.
• Collaborate with regional staff to develop an expanded data capacity with the Region and work closely with First Nations Leadership to improve accuracy, timeliness and comprehensiveness of health data to support decision-making and the establishment of priorities.
• Develop human resources strategies to lead change management across the Region, address skill shortages and ensure the capacity to address new programs and future requirements aimed at transformation and devolution to Indigenous Peoples.
• Direct the management and implementation of optimum service delivery in the fields of operational and financial control of agreements, contracts, capital/facilities infrastructure management, including performance measurement, reporting, audit and quality control.
• Manage the financial and human resources of the Branch or Directorate with economy, probity and prudence consistent with departmental and Government objectives; and provide exemplary leadership in demonstrating the corporate values and ethics of the Government of Canada.

Degree equivalency

EXPERIENCE

Experience in working with Aboriginal partners and/or communities to advance Aboriginal priorities in a self-determination approach.

Experience in the development and/or implementation of Aboriginal population health or social determinants of health initiatives aimed at addressing socio-economic disparities that are the result of intergenerational impacts of colonization.

Experience in providing strategic advice, briefings (oral & written) and recommendations to senior management (equivalent to a Director General level) to focus on what is of importance and what are the impacts of making various complex* decisions with an understanding of varying Aboriginal perspectives.

Experience in managing human** and financial*** resources.

*« Complex » is defined as having two of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service.

**Human Resources : Applicants must clearly demonstrate that they have supervised staff, assigned work and developed staffing plans. Applicants must also indicate the number of staff they supervised in each position.

***Financial Resources: Applicants must show evidence of managing and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of a budget they managed directly.
