The newly-established departments of Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada rely on a responsive, experienced team of professionals to deliver human resources advice and services in an unprecedented shared service model.
Within the Human Resources and Workplace Services Branch is an upstart Centre of Expertise for Labour Relations; a national service model comprised of both operational and corporate teams of advisors.
Providing Labour Relations advice amidst this reality is a challenge; two organizations, with two distinct management teams and operational realities, multiple intersecting priorities and an ever-evolving labour relations landscape.
Meeting this challenge provides the LR advisor with the opportunity to acquire an unrivaled experience and to prove, and improve the depth of their skill, knowledge and character.

The intent is to staff five (5) positions on an indeterminate basis at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). If you are found qualified and opportunities become available, you could be considered to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada and at Indigenous Services Canada with various locations, linguistic profile or requirement as well as tenures and/or the security clearance, which may vary according to the position being staffed.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, public or business administration, organizational development, education sciences, education sciences, social sciences, sociology, law, commerce or in any other field relevant to the work to be performed.
Definition - Degree: Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.
Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE:
Significant* experience providing labour relations advice to managers on complex** workplace issues and preparing associated documents such as briefing material, reports and grievance responses.
Experience in establishing and maintaining relationships with bargaining agent representatives.
Significant* experience in interpreting employment-related legislation, collective agreements, employment agreements including contracts, letters of offer, benefits agreements) and employment-related policies and directives.
*Significant is defined as experience that, due to its scope, is equivalent to experience acquired over a period of at least three (3) years.
**Complex is defined as the diversity of cases handled and the degree of independence shown. It refers to the variety of cases on different topics that involve, for example, in-depth research, a variety of stakeholders and a combination of Human Resources disciplines.
ASSET EXPERIENCE:
Experience in providing strategic recommendations and advice to senior management (Director level and above) on workplace issues, in labour relations or in another human resources discipline.
Experience in preparing and delivering presentations or information sessions.
Experience in the collective bargaining process.
Experience of another human resources discipline.
Experience in mediation and in the use of dispute resolution techniques.
Experience coaching Human Resources Advisors / trainees.
Various language requirements

KNOWLEDGE:
Knowledge of legislation, regulations and policies related to labour relations in the Federal Public Service.
Knowledge of workplace recourse mechanisms in the Federal Public Service including grievance procedure, adjudication, human rights complaints, complaints of harassment and violence in the workplace.
Knowledge of the principles of administrative, labour and employment law such as the employment relationship, procedural fairness, duty to accommodate, performance management, discipline and termination, evidence, remedies, judicial review.
