Who are we?
We are real property professionals specializing in workplace accommodation, architecture, engineering, real estate, and asset and facility management. We are involved in all aspects of real property, from initial investment strategies and the construction and leasing of facilities, to the maintenance, repair and disposal of real property assets.
We currently have positions available in these service lines:
National Capital Area Project delivery (NCAPD) : responsible for the delivery, leadership, and guidance for major office-related real property projects in the National Capital Area (NCA), with the continuing goal of planning and managing the successful delivery or major projects for PSPC’s clients within the region. This includes base building projects, as well as the fit-up of office space in both PSPC crown-owned and leased locations. NCAPD has both national and regional oversight responsibilities related to stakeholder partnerships (e.g., the use of pre-established contracts for project delivery services, as well as project coordination and integration activities with Shared Services Canada), as they relate to project management and delivery.
Project Management service line (PMSL): regroups all project management expertise to deliver projects and is accountable nationally for the development and improvement of project management services. The sector works in close collaboration with all of Real Property Services’ (RPS) sectors and partners to enable horizontal integration and coordination towards effectively meeting government, departmental, and branch mandates. PMSL assist with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road, etc.).
Infrastructure Asset Management (IAM): manages and operates a wide range of infrastructure assets across the country. This diverse portfolio includes a variety of specialized assets such as the central heating and cooling plants in the National Capital Area (NCA) (as part of the Energy Services Acquisition Program), various bridges and dams (such as the Alexandra Bridge, Burlington Canal Lift Bridge, etc.), the Esquimalt Graving Dock, and 835 km of the Alaska Highway. This service line is also managing a major transformational program known as the Energy Services Acquisition Program. This program will modernize the network for the central heating and cooling plants that provide service to more than 80 buildings in the National Capital Area. The modernization will significantly contribute to the greening of government operations by reducing greenhouse gas emissions and paving the way to using carbon-neutral fuels at a lower cost than maintaining and operating the current outdated system.

EDUCATION:
For Engineer positions (ENG):
Graduation with a degree* from a recognized post-secondary institution with a specialization in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.
For Architect, Landscape Architect and Town Planner Positions (AR):
Graduation with a degree* in architecture from a recognized post-secondary institution.
OR
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.
*A degree is defined as a baccalaureate or higher level degree, as established by educational authorities.

EXPERIENCE:
EX1 Approximately eight (8) years of complex* real property** project management experience related to planning and development or construction of buildings or engineering assets***. This includes from the planning to the delivery of projects, with varying degrees of complexity and magnitude in an environment of competing demands.
EX2 Experience in leading multi-disciplinary project teams (including managing internal resources, consultants or contractors).
EX3 Recent**** experience with complex* procurement processes and contract management related to real property projects.
EX4 Experience in providing guidance, strategic advice, or briefings to senior management, clients or other important stakeholders (Director level and above) on complex* projects. This includes the preparation of presentation material, reports, or briefing notes.
EX5 Experience in establishing and maintaining partnerships and collaborating with provincial, territorial or municipal governments, regulatory agencies, non-governmental organizations, industry, other federal government departments, or international organizations.
EX6 Experience in the development of project documentation such as Treasury Board submissions, requests for proposals, requests for quotations, procurement plans, funding/approval requests or scope definition documents.
Definitions:
*Complex projects must include 3 or more of the following characteristics: large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
**Real property includes all property asset acquisitions or improvements, including entering into a lease, and doing corrective or betterment work such as fit-up of accommodation space, construction, renovation and remediation of a built-work (building, bridge, dam, road, etc.) or on land. They are deemed to include demolition, disposal and maintenance projects or any project activity related to property assets or space.
***Engineering assets are defined as bridge, dams, wharf or road.
****Recent experience is defined as having at least 5 years’ experience within the last 8 years.

ASSETS
EDUCATION:
-Possess certification or membership, with a provincial association granting professional license in engineering, architecture or other specialty relevant to the position.
-Education or certification related to project management.
-Successful completion of an acceptable post-secondary educational program or professional certification in Project Management.
ASSETS
EXPERIENCE:
-Experience in alternative forms of project delivery (Construction Management, Design-Build, Design-Bid-Build, Public- Private Partnerships).
-Experience in project management within a governance framework with phases and decision gates.
-Experience with heritage projects.
-Experience overseeing preparation of technical engineering documents, such as design or tender drawings, specifications, functional programs, or feasibility studies.
-Experience in providing strategic input to asset maintenance strategy, or in providing strategic asset advice based on available technical reports (Building Condition Reports, -Asset Management Plans, and other assessment reports).
-Recent* experience overseeing engineering related technical work products such as planning, design or construction documents.
-Recent* experience overseeing architectural related technical work products such as planning, design or construction documents.
*Recent experience is defined as having at least 5 years’ experience within the last 8 years.
OPERATIONAL REQUIREMENTS:

• A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role play, work samples, performance appraisals, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications.
• Some assessments may be conducted remotely, including teleconference or videoconference assessments.
• All written and verbal communication obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidate.
