Work environment

Who are we?

We are real property professionals specializing in workplace accommodation, architecture, engineering, real estate, and asset and facility management. We are involved in all aspects of real property, from initial investment strategies and the construction and leasing of facilities, to the maintenance, repair and disposal of real property assets.

We currently have positions available in these service lines:

National Capital Area Project delivery (NCAPD) : responsible for the delivery, leadership, and guidance for major office-related real property projects in the National Capital Area (NCA), with the continuing goal of planning and managing the successful delivery or major projects for PSPC’s clients within the region. This includes base building projects, as well as the fit-up of office space in both PSPC crown-owned and leased locations. NCAPD has both national and regional oversight responsibilities related to stakeholder partnerships (e.g., the use of pre-established contracts for project delivery services, as well as project coordination and integration activities with Shared Services Canada), as they relate to project management and delivery.

Project Management service line (PMSL): regroups all project management expertise to deliver projects and is accountable nationally for the development and improvement of project management services. The sector works in close collaboration with all of Real Property Services’ (RPS) sectors and partners to enable horizontal integration and coordination towards effectively meeting government, departmental, and branch mandates. PMSL assist with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road, etc.).

Infrastructure Asset Management (IAM): manages and operates a wide range of infrastructure assets across the country. This diverse portfolio includes a variety of specialized assets such as the central heating and cooling plants in the National Capital Area (NCA) (as part of the Energy Services Acquisition Program), various bridges and dams (such as the Alexandra Bridge, Burlington Canal Lift Bridge, etc.), the Esquimalt Graving Dock, and 835 km of the Alaska Highway. This service line is also managing a major transformational program known as the Energy Services Acquisition Program. This program will modernize the network for the central heating and cooling plants that provide service to more than 80 buildings in the National Capital Area. The modernization will significantly contribute to the greening of government operations by reducing greenhouse gas emissions and paving the way to using carbon-neutral fuels at a lower cost than maintaining and operating the current outdated system.

EDUCATION:

For Engineer positions (ENG):
Graduation with a degree* from a recognized post-secondary institution with a specialization in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

For Architect, Landscape Architect and Towns Planner positions (AR):
Graduation with a degree* in architecture from a recognized post-secondary institution.
OR
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.
*A degree is defined as a baccalaureate or higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCE:
EX1 Recent* experience managing** real property*** projects or programs related to planning and development or construction of buildings or engineering assets****. This includes from the planning to the delivery of projects, with varying degrees of complexity and magnitude in an environment of competing demands.
EX2 Recent* experience managing** procurement processes and contract management related to real property projects.
EX3 Recent* experience managing**, preparing, or reviewing technical documents, such as design or tender drawings, specifications, functional programs, or feasibility studies.
EX4 Recent* experience providing strategic advice and recommendations to senior management, clients, and/or stakeholders in two (2) or more of the following areas: accommodation planning, project management, construction technology, cost estimation, sustainable development or construction scheduling.
EX5 Experience in leading multi-disciplinary project teams (includes consultants or contractors).

Definitions:
*Recent experience is defined as at least five (5) years of experience within the last eight (8) years.
**Managing is defined as direct responsibility.
***Real property includes all property asset acquisitions or improvements, including entering into a lease, and doing corrective or betterment work such as fit-up of accommodation space, construction, renovation and remediation of a built-work (building, bridge, dam, road, etc.) or on land. They are deemed to include demolition, disposal and maintenance projects or any project activity related to property assets or space.
****Engineering Assets is defined as (bridge, dam, whaft or road).

**Recent experience is defined as having at least 5 years’ experience within the last 8 years.

OPERATIONAL REQUIREMENTS:
-Willingness and ability to work overtime occasionally
-Willingness to conduct site visits, if required

• A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role play, work samples, performance appraisals, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications.
