Intent of the process

The Canada Border Services Agency (CBSA) is looking for talented candidates to fill various administrative and clerical support services positions at the CR-03, CR-04, CR-05 and AS-01 groups and levels.

The Program and Administrative Services Group comprises positions that are primarily involved in the planning, development, delivery or management of administrative and federal government policies, programs, services or other activities directed to the public or to the Public Service.

EDUCATION

A secondary school diploma or employer-approved alternatives (see Note 1)

1. The employer-approved alternative to a secondary school diploma is: An acceptable combination of education, training and/or experience.

For this process, an acceptable combination of education, training and/or experience is normally acquired with the following:
Successful completion of two (2) years** of secondary school and four (4) years of work experience in the field of clerical or administrative support.
OR
Successful completion of two (2) years** of secondary school, a combination of two (2) years of working experience and training in the field of clerical or administrative support.

**In provinces or territories where secondary school completion comprises 12 years of schooling, two years of secondary school correspond (for the purposes of these Occupational Group Qualification Standards) to ten years of schooling (normally grade 10). In provinces or territories where secondary school completion comprises 11 years of schooling, two years of secondary school correspond (for the purposes of these Occupational Group Qualification Standards) to nine years of schooling (normally grade 9 or "secondaire III").

Note: If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards through a recognized credential assessment service. Please see the Degree Equivalency link for further information.

ALL POSITIONS:
Experience in providing administrative or clerical support services in a work environment.

Experience in verifying and tracking various financial reports in a work environment.

Experience in making travel arrangements and processing travel claims on behalf of others in a work environment.

Experience working in a Human Resources discipline (ex. classification, labour relations, employment equity, official languages, staffing, HR planning, etc.).

Experience using a financial management system such as, but not limited to, SAP, CAS, etc.

Experience using advanced MS Excel functionalities (ex. macro, pivot tables, advanced formulas, etc.).

Experience managing and maintaining a calendar for a manager.

Experience providing records management services (services may include, but are not limited to, indexing, cross-referencing, filing, retrieving, retaining, archiving or destroying data).

Experience working in a mailroom or shipping facility.

Experience with cash or cashier handling duties.

ORGANIZATIONAL NEEDS:

Due to the prevailing COVID-19 situation, the majority of employees are currently working remotely until further notice. These circumstances may change eventually depending on the changes in work environment and positions being staffed.

ASSESSMENT STRATEGY
Below outlines the planned stages for the selection process. Please note that only successful candidates will be invited to participate in the subsequent stage in the process. Additional information including dates will be confirmed at a later stage in the process through emails.

Step 1 : Online Test. This step will occur before the screening of candidate applications and will take place within a month following the poster closing.
Step 2 : Screening of the essential education and experience qualifications.
Step 3 : Candidate Achievement Record (CAR).
Step 4 : Screening of asset qualifications.

Candidates who wish to be considered for bilingual positions, and who do not possess valid Second Language Evaluation results, will be invited to complete two Second Language Evaluation Unsupervised Internet Tests:
1. The Unsupervised Test of Written Expression for Level B or C and
2. The Unsupervised Test of Reading Comprehension for Level B or C
The tests allow candidates to be assessed from home, and are available as a temporary measure in response to the COVID-19 situation. These tests will be administered online concurrently with other assessment stages of the process.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS
It is the responsibility of the candidate to notify the Agency’s contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons 5) Participation in a different appointment process or another reason that is considered reasonable by the assessment committee.

All communications regarding this process will be administered via e-mail. It is the candidate's responsibility to provide a valid e-mail address (both professional and personal) and update their personal information when/if it changes. Candidates should include an email address that accepts emails from unknown users (some email systems block these types of emails).

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
