Intent of the process

We are looking for dynamic post-secondary graduates to start their careers in Procurement and Contracting, Materiel Management, Project Management and Real Property.

This inventory will be managed by the Public Service Commission of Canada (PSC) and used by various federal government organizations across the country to staff their positions. Therefore, ensure to ONLY indicate your true work locations of interest.

This inventory enables you to be matched to job opportunities from the following streams:

STREAM 1: Materiel Management
The federal Materiel Management Community is responsible for managing vital corporate resources such as furniture, equipment and vehicles that support the cost effective and efficient delivery of government programs.

Responsibilities and duties may include:
• Managing the lifecycle of the Crown's movable assets, goods and services
• Assessing and planning materiel requirements and activities
• Strategic analysis and advice on materiel management policies, legislation, regulation and practices
• Disposal of surplus assets
• Maintain records, inventory levels, and equipment is in good working order

STREAM 2: Procurement & Contracting
The Government of Canada is one of the country’s largest buyers. We buy everything from scientific services, high technology equipment, military equipment, construction services to professional services. We are managing complex commercial relationships with the largest corporations in the world and, in the process, helping to make Canada a great place to live.

Responsibilities and duties may include:
• Contribute to new strategies to maximize efficiencies and processes in procurement
• Organize, implement, and provide support and advice for the procurement of goods and services
• Create, review and issue a variety of documents required for the solicitation and administration of contracts for professional services or goods
• Prepare, analyze and maintain data and procurement reports and risk assessments
• Participate in negotiations and provide clients and senior management with advice and guidance on contracts and applications.

STREAM 3: Project Management
Project managers improve the likelihood of success of time-limited initiatives by applying project management practices to ensure quality projects are on time, on budget, on scope. These practices include gathering requirements, establishing the scope, planning, monitoring, and controlling project activities.

Responsibilities and duties may include:
• Planning, organizing, directing, controlling and evaluating projects from start to finish according to schedule, requirements and budget
• Preparing and submitting project budget estimates
• Planning and preparing schedules and milestones, monitoring and communicating progress
• If procurement is required within the project, preparing contracts, evaluating and escalating for approval changes and additions to contractual agreements.

STREAM 4: Real Property
Real Property specialists are spread across 12 distinct functions and 10 occupational groups. They represent 1.9% of the federal public service.

Responsibilities and duties may include:
• Management of assets
• Acquisition and disposal transactions
• Project delivery
• Governance and reporting
• Client consultation and liaison
• Contract management
• Financial management and analysis.

College diploma OR Degree* obtained or will be obtained by June 30, 2021, from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE FOR ALL STREAMS
Note: Experience may be demonstrated through employment, volunteer work, student employment or scholastic activity or achievement.

Experience in the use of software applications (i.e. Microsoft Office) and preparing reports using spreadsheet software (i.e. Microsoft Excel)

Experience researching, compiling, and analyzing data or information from a variety of sources.

Experience managing multiple priorities in a high-pressure environment with competing demands.

ASSET EDUCATION

EDUCATION FOR ALL STREAMS
Specialized courses or training which directly pertain any of the four streams (Procurement and Contracting, Materiel Management, Project Management and Real Property), either completed or will be completed by June 30, 2021.

Degree equivalency

CERTIFICATION FOR ALL STREAMS
A professional certification obtained or will be obtained by June 30th, 2021 in a relevant field, such as: Professional Certifications such as: Certified Professional Purchaser (CPP), Professional Engineer (P. Eng), Project Management Professional (PMP), Certified Risk Manager (CRM), Certified Professional Accountant (CPA) or PRINCE2 (Projects in Controlled Environment).

ASSET EXPERIENCE

FOR ALL STREAMS

Experience negotiating with multiple stakeholders.
Experience in Data Analytics (Ex: creating, managing and maintaining large and/or complex data sets to analyze and manipulate data).
Experience in risk management.
Experience in Project Management.

STREAM 1: Materiel Management
Experience working in logistics, asset life-cycle management, asset divesture, or any field related to Supply Chain Management.

STREAM 2: Procurement and Contracting
Experience working in procurement, purchasing, contracting, or any field related to Supply Chain Management.

STREAM 3: Project Management
Experience working in planning, organizing or control of allocated resources to accomplish identified project objectives and outcomes.

STREAM 4: Real Property
Experience working in one of the following areas:
• Property and Facility Management Services
• Architecture and Engineering Services
• Project Management Services
• Portfolio, Program and Policy Management
• Real Estate Services
• Accommodation Services
• Environment
• Geomatics

TEST
How and when will I be assessed?

At the end of the application period, you may be required to write the online unsupervised Public Service Entrance Exam (PSEE UIT 370). If applicable, invitations are expected to be sent around the end of November 2020.

To be found qualified as part of this inventory, you could also be assessed using a variety of other assessment tools such as, but not limited to standardized tests, written exams, interviews, simulation exercises, reference checks, self-assessments, candidate achievement records, etc.

Various volume management strategies may be applied at any stage of the selection process such as random selection, top-down selection of candidates and screening based on degree of experience or asset experience.
