Duties

Working in the Rail Safety Directorate at Transport Canada, Auditing Specialists in Rail Safety are responsible for performing oversight on railways through railway safety management system (SMS) audits and working with railway stakeholders in promoting compliance with regulatory requirements and in identifying and reducing risks.

What you will be doing

• Conducting audits on railway safety management systems of railways operating in Canada;
• Participating in the design, development, and implementation of the railway safety management system regulatory compliance program;
• Providing subject matter expert advice on audit methodologies, standards, policies, procedures and best practices to promote continual improvements to the audit program;
• Conducting peer reviews of draft audit reports from across the country to promote consistency;
• Developing strategies and processes to monitor the adoption by the rail industry of SMS approaches and practices;
• Providing expert subject matter advice, guidance, and interpretation to internal and external stakeholders, including the coaching and mentoring of regional colleagues; and
• Performing safety data analyses in support of the Rail Safety Program.

Auditing Specialists must be skilled communicators capable of working effectively with others in a multidisciplinary environment, exercising judgement, and adapting to the different needs of stakeholders. They must be able to facilitate behaviour change and respond effectively to stressful situations. In the course of ensuring regulatory requirements are met, Auditing Specialists carry significant responsibility and accountability as their decisions can have a direct impact on the transportation system and safety of the travelling public.

Work environment

The key activities of this position require occasional travel locally, regionally, and sometimes nationally to conduct auditing activities. Most tasks will be performed in a typical office environment. Some activities may be performed in various indoor and outdoor environments and under varying weather conditions.

• Significant* experience as an auditor in the planning, conducting, and reporting phases of audit engagements.
• Experience in conducting data analysis, as part of regular work duties.
• Experience in writing detailed audit reports**.

*Significant is defined as at least two (2) years of cumulative experience that is a core part of work responsibilities.
**Detailed audit reports must be written by the candidate and not be a system-generated template such as a checklist or a form to complete.

• Holder of a CAN/CSA-ISO 31000, Q850, Certified Internal Auditor (CIA), or any other type of related auditing designation.

Experience:
• Significant* experience in conducting audits of a management system as a lead auditor.
• Experience working in the railway industry.
• Experience working in a regulatory or oversight environment.
• Experience in risk-based activities such as writing detailed reports of outcomes, completing risk assessments, or using risk results for decision-making.
• Experience working with safety management systems, quality management systems, or in an ISO environment.
• Experience in using audit software such as TeamMate.
• Experience in working remotely such as working from home, teleworking, or reporting to a supervisor located at a different work site.

*Significant is defined as at least two (2) years of experience.
