1. Leading and directing the planning, organization and implementation of the environment, compliance, policy, oil and gas technical and review programs dealing with the exploration and development of oil and gas resources with a First Nation interest;
2. Directs the planning and formulation of operational policies and long and short term operational plans, procedures, and program business functions to ensure effective program development and implementation contributing to the achievement of the IOGC mandate.
3. Plans, organizes and leads preparation of highly technical, complex assessments, reviews decisions, audits royalty business transactions and directs the preparation of recommendations supporting claims and any subsequent negotiations in accordance with agency, departmental and Department of Justice requirements;
4. Plans, organizes and directs an integrated program of economic analyses, forecasts, evaluations and audit to ensure compliance with applicable legislative, regulatory and policy regimes, responsiveness to First Nation and industry interest, participation surveys, industry contact and communication;
5. Develops and implements plans to support First Nation aspirations for greater self-reliance in the management and control of oil and gas resources, ensuring First Nation consultation in respect to all major decisions or factors dealing with program activities;
6. Delivering results by maximizing organizational effectiveness and sustainability within federal legislative, regulatory and policy requirements, ensuring:
a. Demonstrating values and ethics, communicating and providing clear directions on the organizational mission, objectives and priorities, resolving on-going issues, considering risks in decision-making, managing changes and engaging, developing and maintaining relationships with stakeholders including First Nations, industry, ISC and other government departments.
b. Implementation of the HR strategy, including responsibilities for planning, recruitment and staffing, building teams, motivating and coaching staff, monitoring, evaluating and dealing with performance issues, managing workloads and staff development, and ensuring that staff has the required capacity.
c. Development of resource plans and reports, allocation and management of directorate resources transparently within delegations, implementation of strategies to achieve operational efficiencies, monitoring and reporting on issues and acting on audit, evaluation and performance information.
IOGC is located away from Calgary's downtown core at the west end of Anderson Road on Tsuut'ina First Nation lands.
This is a full-time indeterminate position.

1. Graduation with a degree from a recognized university with a specialization in a field related to the position OR an acceptable combination of education, training and experience.
Experience
Recent and significant* experience in:
1. Managing human and financial resources.
2. Managing, developing and implementing oil and gas programs.
3. Working with First Nations and industry in order to achieve satisfactory outcomes in complex situations.
*Recent and significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period over at least three years within the last five years.

Knowledge
1. Knowledge of the concerns and aspirations of First Nations as they relate to oil and gas development on First Nation lands

INFORMATION ABOUT INDIAN OIL & GAS CANADA:
IOGC is an organization committed to managing and regulating oil and gas resources on First Nation reserve lands. It is a special operating agency within Indigenous Services Canada. IOGC is responsible for the administration of oil and gas resources on First Nation reserve lands across Canada, primarily south of the 60th parallel. Most of IOGC's work is in Western Canada in the area of the Western Canada Sedimentary Basin.
