Functional Community Collective Process: Director General or Chief Information Officer

ANTICIPATORY PROCESS - A pool of qualified persons resulting from this process will be created and will be used to staff multiple similar positions across the Government of Canada with linguistic profiles bilingual imperative CBC/CBC. Tenures (indeterminate, deployment, acting, assignment, secondment, specified period, Interchange Canada) may vary according to the position being staffed.

Note that the intent is to do bilingual imperative CBC/CBC appointments from this pool. However, at the manager's discretion, some appointments could be done bilingual non-imperative CBC/CBC.

In the Federal Public Service, Senior Management is referred to as the Executive group. This group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. This advertisement is for positions at the EX-03 group and level.


Education:
EDU1-Graduation with a degree from a recognized post-secondary institution in a relevant field or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

EXP1-Recent* and significant** experience in setting strategic direction and providing strategic advice to executives or above such as Assistant Deputy Ministers or equivalent (e.g. C-Suite or Board of Directors or Vice-President) on digital***issues

EXP2-Significant experience in establishing and maintain relationships with clients and business stakeholders to deliver on organizational priorities;

EXP3-Recent* and significant** experience in the establishment and management of service level agreements with clients and alternate (public or private sector) service providers;

EXP4-Significant experience in leading digital transformation to achieve the business outcomes of the organization; and

EXP5-Recent and significant experience at the executive level or equivalent in managing human**** and financial resources*****.

*Recent experience is defined as having been acquired within the last five (5) years.
**Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of various, complex related activities over a period of approximately three (3) years. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.
***Digital is defined as: applying the culture, processes, and technologies of today to respond to user needs. This could include but is not limited to the use of information management/information technology to transform business processes and deliver on results, and application of service design and delivery principles to meet user needs.
****Managing Human Resources is defined as: applicants must clearly demonstrate that they have managed human resources and were responsible for a team for a period of approximately three (3) years. Some examples of managing human resources may include: assigning work, establishing performance objectives and indicators, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised.
*****Managing Financial Resources is defined as: applicants must show evidence of managing and being accountable for a budget for a period of approximately three (3) years. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed.

Experience:

AE1-Significant experience** at the executive level or equivalent in leading in any of the following areas:
1) Enterprise Architecture: Development and management of the IT architecture program and direction, including research into emerging technologies and the future state of IT;
2) Software Solutions: Development and maintenance of custom/proprietary departmental applications, SaaS and COTS applications which support the business, including systems design and development, systems and business analysis, programming, configuration, and testing and implementation leveraging DevOps;
3) IT Planning & Reporting: Development and support of organizational IT planning and reporting, including management frameworks, strategic plans, policies, standards, work processes and transformation/streamlining initiatives;
4) Infrastructure Operations: Deployment and management cloud computing infrastructure and leadership in service management;
5) Database and Data Administration: Development and maintenance of data models and related databases, including database design capacity planning, performance, management and tuning, and ensuring data security and recovery;
6) IT security: Ensuring the availability, integrity and confidentiality of information and assets such as IT infrastructure, business applications and data, in-house custom security applications, security strategies and policies, security processes and risk management frameworks;
7) IT Project & Portfolio Management: Planning, management and oversight of multi-disciplinary IT projects, including the development and use of project management tools, advice and services required to maintain the IT project management environment; and
8) IT Business Line Advisory Services: IT guidance and interface with clients or suppliers outside of the CIO organization to ensure that innovative and reliable IT resources are available to support enterprise business objectives
9) Service design and Service delivery: design and deliver services using an agile approach (discovery, alpha, beta and live) centered on user needs through the process.

Secret security clearance - Please be advised that all appointments and deployments (except acting appointments) to and within the Executive (EX) Group within the core public administration that take place on or after April 1, 2020 are subject to the Agreement to be Deployed provision as a mandatory condition of employment. A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. Other assessment methods that are deemed appropriate to determine if an individual meets the essential/asset qualifications may be used throughout the process.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
