When submitting your application and answering the screening questions, remember that the assessment board cannot make assumptions about your experience. It is insufficient to say that you have the required qualifications or to list your current or past duties. Rather, in their submission, candidates must demonstrate how they meet the education and experience criteria listed in the job opportunity advertisement by providing clear and concrete examples. Clear and concrete examples are defined as illustrations in which you fully explain the actions, considerations and steps you completed in order to gain the experience you are describing. This detailed contextual information will be used by the board members reviewing your submission to assess whether you have sufficient experience in a relevant field to complete the tasks which will be assigned to you should you be considered for this position. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview. Such examples usually require a minimum of ½ page and a maximum of 2 pages to describe (Please note that the system allows a maximum of 4,000 characters in the answers to the screening questions). In order to facilitate this process, you may wish to start your submissions with a sentence similar to: "A clear and concrete example of a situation where I did X is a situation which occurred on Y date and my role in this activity was to...".
Resumes will be used as a secondary source of information and used strictly to validate the concrete examples you will have described in this tool.
The Coastal Marine Security Operations Centers (MSOCs) provide Canada with a marine security capability that is resourced, organized and equipped to provide maritime domain awareness, by identifying and reporting on maritime activities that represent a potential threat to the sovereignty, security and safety of Canada and Canadians. East and West Coast MSOCs are located in Halifax and Victoria respectively. The Great Lakes St. Lawrence Seaway MSOC is located in Niagara. Fisheries & Oceans Canada (DFO) has a presence in Halifax and Victoria.
The Chief of Maritime Security manages a team of two (2) supervisors, four (4) Intelligence Analysts and two (2) Intelligence Officers and reports directly to the Director of the National Fisheries Intelligence Service. His role is to work closely with other MSOC government departments and agencies by sharing intelligence, and surveillance and reconnaissance information (within the legal mandate of agencies / departments) through interagency collaboration, which in turn allows the MSOCs to support an organized response to potential marine threats and avoid duplication to both efforts and resources. The Chief of Maritime Security also supports DFO’s Conservation & Protection teams located across the country by providing them with key technical intelligence.
The immediate intent of this process is to fill one (1) position on an indeterminate basis.
A list of qualified candidates will be established through this process and may be used to fill similar positions within the DFO. These positions may be staffed on an indeterminate or temporary basis (term, acting, assignment, secondment).

►EDUCATION:
- Two (2) years of postsecondary education in a field related to the position or an acceptable combination* of education, training and/or experience.
*Acceptable combination is defined as including:
1. Secondary school diploma.
2. Extensive experience related to law enforcement or intelligence field (extensive means the depth and breadth of experience generally acquired in the fulltime performance of duties for a minimum period of five (5) years).
►EXPERIENCE:
- Experience conducting or leading criminal, intelligence, or regulatory investigations.
- Significant* experience developing and maintaining relationships with internal and external clients involved in law enforcement or intelligence.
- Significant* experience liaising with national and/or international partners.
- Significant* experience working in an intelligence environment and delivering intelligence services such as intelligence assessments.
- Experience preparing and delivering presentations to senior management**.
* "Significant experience" refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of at least two (2) years.
** Senior management is defined as director level and above.
ASSET QUALIFICATIONS
►EDUCATION:
- Graduation with a degree from a recognized post-secondary institution* in a field related to the position.
*A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
►CERTIFICATION:
- Fishery Officer Career Progression Program (FOCPP) or successful completion of an accredited law enforcement program.
►EXPERIENCE:
- Experience operating analytic or geospatial software.
- Experience managing human* and financial** resources.
- Experience contributing to maritime security intelligence products.
- Experience working in a decentralized team, i.e. collaborating with colleagues from various regions.
* Applicants must clearly demonstrate that they have managed human resources. Applicants must have supervised and directed the work activities of employees.
** Candidates must specify the size of the budget they managed directly.

►OPERATIONAL REQUIREMENTS :
- May be required to successfully complete Confidential Informant Handler training.
- May require the willingness and ability to carry and use firearms and other restricted and prohibited weapons; and meet the DFO use of force proficiency standards.
- May be required to wear a departmental uniform.
- May require possession of a current standard First Aid Certificate and a CPR Certificate.
- Willingness and ability to work scheduled and unexpected overtime, as required.
- Willingness and ability to undertake training relevant to the position on an ongoing basis.
Secret security clearance - Candidates may be required to hold a Top secret security clearance.
